Special Containment Procedures: Given the anomalous characteristics of SCP-078-PT, attempts to contain the object have so far been ineffective. Remote and physical monitoring of forest areas must immediately notify of any manifestation of SCP-078-PT and/or its instances and, in the event of such manifestations, all civilians in an area of 100 Km² must be immediately evacuated and amnesticized.

NV-3 Regions1 must have their area temporarily contained by fires around them. Fires must only be performed at safe distances from municipalities and cities, in order to avoid any suspicions about the activities.

SCP-078-PT instances must only be contained when outside NV-3 Regions, and shall be held in individual containment cells in any available sites or areas, and shall not be accessible to any member of personnel. Tests with SCP-078-PT instances should only be performed with neutralized instances, given the threat that active instances represent.

From Defense Readiness Condition Level 3 NV-3, Protocol NV-3 "Petrolândia" will automatically take effect, allowing the use of [REDACTED] and SCP-005-INT for mass construction of habitats on the ocean floor and floating cities. Protocol NV-3 also expects the end of the Veil Protocol so that a process of mass evacuation of large and medium-sized cities in UN member countries and territories can be carried out, with the assistance of the Global Occult Coalition. The transport of anomalies currently contained on land to submerged sites is still being analyzed.

The Manufacturing Department must be aware of the Foundation's internal CONDEF NV-3 levels. As of CONDEF 3, mass production of EN 148-1 filters must be started in accordance with the guidelines of Protocol NV-3 . Production of long-lasting supplies like MREs and other dry foods must also be carried out by the same department at the same aforementioned CONDEF level. Such supplies must be stored in designated port warehouses, again listed in Protocol NV-3.

Current efforts are to find a way to permanently neutralize SCP-078-PT. If this objective is achieved, Protocol NV-3 shall be archived and may be reactivated if the anomaly once again represents a threat to humanity.

Description: SCP-078-PT is a phenomenon that randomly affects a living being from the plantae kingdom, at irregular intervals of time. Once under the effect of SCP-078-PT, the entity will be able to contaminate other specimens around it, both others from the plantae kingdom and beings from the animalia kingdom, which in turn will also be able to contaminate other specimens for an indefinite period of time. All affected instances of the plantae kingdom are also designated SCP-078-PT-1, while instances from the animalia kingdom are designated SCP-078-PT-2.

Once affected, SCP-078-PT-1 is believed to produce immense amounts of water vapor in its perspiration, in addition to large amounts of the NV-3 Toxin, which is assumed to be the compound capable of transforming other entities into SCP-078-PT instances. This process forms a dense, slightly greenish colored fog that does not appear to dissipate naturally by changes in temperature and pressure conditions.

Any living being from the animalia kingdom that comes in contact with the NV-3 Toxin through inhalation2 can be affected in two different ways. In the first situation, the entity will present a complete degradation of its central nervous system between two and five hours after the initial contact, which quickly leads to death. About six to eight hours after the entity's neutralization, possibly due to an extreme acceleration of the reproduction of microorganisms in the intestinal microbiota, the corpse explodes, releasing large amounts of NV-3 Toxin and a greenish viscous liquid, composed mostly of elaborate sap, but also containing other still unidentified substances.

The second possible situation is the transformation of the affected entity into an SCP-078-PT-2 instance. Studies with neutralized instances have been inconclusive so far, however it is theorized that the animal cells of organisms are replaced, or even converted, with cells of plant origin. Only one system remains intact in the instances, this being the nervous system. The process varies immensely from specimen to specimen, but it was noted that in all cases the instances do not need to search for food, needing only to hydrate themselves, and that they are extremely aggressive against entities not affected by the NV-3 Toxin. These instances also appear to perform a process similar to that of plant transpiration, also releasing disproportionate amounts of water vapor and NV-3 Toxin into the environment.

In a forest environment, with of space of approximately 50 cm between each plant specimen, NV-3 Regions are believed to increase their total area by twice every three days. Even though it does not dissipate due to changes in local temperature and pressure, the fog from NV-3 Regions can be temporarily stopped by large carbon dioxide emissions or by considerable increases in air humidity. As such, large bodies of water such as lakes, seas and oceans are supposedly not affected by NV-3 Regions.

SCP-078-PT was initially discovered on 22/01/2018, after the confirmation of more than fifty thousand deaths in the region around the municipality of Tabatinga, in the state of Amazonas. Containment procedures at the time were limited to the mass evacuation and amnesticization of over a hundred thousand civilians in the region, in addition to several disinformation campaigns indicating that the region had never been inhabited.

By the end of 2018, three more manifestations of SCP-078-PT were registered in Brazilian territory, however, more than seven manifestations were also observed around the globe. With the worsening of the situation, a meeting between all directorial boards of all the Foundation's branches with the O5 Council was held at the end of 2019, where the initial guidelines of Protocol NV-3 were determined.

GENERAL GUIDELINES OF PROTOCOL NV-3 "PETROLÂNDIA" / CODE: JVKAS-12-PT

INTRODUCTION

In response to growing concerns about the accelerated growth of SCP-078-PT focus areas, the Lusophone Directorial Board, together with representatives from the other internal departments of the Lusophone Branch, designed and detailed the Response Protocol NV-3, codename: "Petrolândia", in order to draw up a mass evacuation plan of this organization aiming at a permanent settlement in international waters, in case it is not possible to properly contain the aforementioned anomaly.

Initially presented on 27/12/2019, this document has the aim of analysing the contingency plan established by the Foundation (I), detailing and listing the research and technologies necessary for the maintenance of Foundation operations (II), and making projections for actions that should be taken in the future in general (III).

When CONDEF NV-3 reaches Level 3, copies of this document will be automatically sent to all terminals that make up the Foundation's intranet. When CONDEF NV-3 reaches Level 2, copies of this document will be sent to all internal networks of relevant government agencies globally. If CONDEF NV-3 Level 1 is reached, this document should be made available globally to as many individuals as possible.

(I) CONTINGENCY PLAN

1. The contingency plan laid down in Protocol NV-3 is primarily intended to detail all points related to the evacuation process of the Foundation, in the first place, and of civilians to undersea habitats and floating cities3 in international waters. below are detailed each procedure to be performed, according to the level of CONDEF NV-3 in effect.

CONDEF 5: Surveillance and monitoring stage. Foundation efforts should be aimed at containing, retarding expansion, or neutralizing SCP-078-PT. In this CONDEF, the Global Occult Coalition must be notified of the existence of SCP-078-PT and its destructive potential. Projects for undersea habitats and floating cities should be sketched and archived, based on the constructions created by SCP-005-INT. In addition, port regions must be acquired by the Foundation, serving as storage locations for equipment and supplies to be transported in case CONDEF NV-3 Level 2 is reached.

CONDEF 4: Surveillance and preparation stage. Foundation efforts must still focus on containing, retarding expansion, or neutralizing SCP-078-PT. In this CONDEF, the Manufacturing Department must prioritize the production of filters for standard respirators, model EN 148-1, long-term supplies, especially MREs, and small and medium-sized maritime transport means. Construction projects for submarine sites and habitats should be sketched and, if possible, initiated. Stock in port zone outposts should also be started, if possible,

CONDEF 3: Attention and preparation stage. Foundation efforts must focus on neutralizing SCP-078-PT. In this CONDEF, personnel with clearance levels zero and one, from the Engineering and Technical Services, Security, and Internal Security departments, must be sent to the submarine sites in order to carry out maintenance and logistical organization of the sites. Anomalies deemed possible to be transported should also be sent for containment at submarine sites. The Manufacturing Department shall begin mass production of the aforementioned equipment, both for Foundation use and for distribution to civilians. About 40% of construction projects for submarine sites and habitats are expected to be completed by now, or at least very close to completion.

CONDEF 2: Alert and evacuation stage. Foundation efforts should be aimed at evacuating all personnel to submarine sites. In this CONDEF, as much supplies and equipment as possible must be transported to the submerged sites, while the planning of the evacuation process for civilians to the floating cities with the assistance of the GOC must be started. About 85% of construction projects for submarine sites and habitats are expected to be completed by now, or at least very close to completion.

CONDEF 1: High alert and evacuation stage. Foundation efforts should be aimed at the mass evacuation of civilians from small and medium-sized cities in UN member countries and territories, with assistance from the GOC and available governments to floating cities and submarine habitats. The standard protocol for a Broken Veil scenario should also come into effect at this time. Civilians must be supplied with a variety of supplies and must receive necessary medical attention during the transition period. Construction projects for marine and oceanic settlements should be completed by now.

2. Below are listed the submarine areas and sites under the jurisdiction of the Lusophone Branch, in addition to the submerged habitats also under the jurisdiction of the aforementioned branch:

(II) MAINTENANCE OF OFFSHORE OPERATIONS

Projects and their development were inconclusive and generated unnecessary expenses for the Foundation. They are currently interrupted and archived indefinitely. Records about these projects must be immediately deleted. NV-3 is not a threat. Information contrary to the above statement should be considered false or extremely doubtful. Subjects spreading information that contradicts the above statement must be immediately detained for questioning and appropriate punishment.

(III) FUTURE PROJECTIONS

Under discussion. Currently, two projects are considered as possibilities for the Foundation, all considering the assumption that SCP-078-PT will be neutralized, these being [REDACTED].

Given the events of 05/02/2020, which resulted in the permanent neutralization of SCP-078-PT, Protocol NV-3 must be archived indefinitely at this terminal. Copies of this document on other terminals and/or servers must be immediately deleted. The records of SCP-078-PT must be duly updated, portraying the anomaly as neutralized and presenting minimal risk to the Foundation and to humanity. Information relating the aforementioned anomaly to Class-K scenarios should be repressed and taken as false or extremely dubious. These measures must be taken in order to avoid panic and unnecessary expenses. The four sites under the jurisdiction of the Lusophone Branch built during the activation of the protocol of this document, with the exception of Site PT42, must be deactivated until further notice.
