Most of you are like me. Children, babies, with neither family nor home, who roamed the streets begging, stealing, assaulting, then taken in by Primordial to become killers, thieves, aggressors… The generation of the future… The vermin of the future. It must be said that the people who called us that were not completely wrong. From vermin, we became predators. A mercenary, after all, is just a dog you can't trust. They follow orders as long as they has their pay, and can turn against the hand that fed them, for the right price.
I see some frowning in the assembly. Some people who do not recognize themselves in this description. Or rather, who know full well that it applies to their own person, and hate it. Aspire to more.
That's good. It is to you that this speech is directed.
Like so many others, I was employed during the Occult War. I was very young, let's say…. Twenty years. I saw horrors there, like those one encounters in the field when one practices our profession. Murders, blood, betrayals. Abominations that the mind could not conceive and that words could not describe. Weapons more terrible than the most cruel of men. Sacrificial rituals, silent events, forbidden days, broken lives. This is not a complaint. Just an observation. Now I want you to think about those things you have, necessarily, encountered during your career. The kind of incidents that you knew were conceivable, that you signed up for, that working in the anomalous world necessarily involves being confronted with this kind of case, but nothing to do, no, you can't assimilate it. It passes over your mind like water on an oilcloth. The only way to protect it from the madness that lies in wait.
Hard to control the chills, isn't it.
Now I want to talk to you about another aspect of our profession, something that is all too often ignored. When I deployed to Bosnia and Herzegovina in 1913, my first mission, I stayed there for a year. A year with the same agents, the same enemies, the same abominations, every day. The only thing they had in common was that I saw them all die one by one. All of them. No one was spared.
Some died for me.
I've seen people help others. Give their time, their food, their blood and their sweat so that a colleague has one more day to count, an enemy a gentler death, a creature a merciful end. I saw a comrade throw herself on a grenade so we rookies could survive. I saw a man from the other side let a companion cross the no man's land without retaliation, so he could go get his wounded dog… The same dog who had previously ripped his own hand off. I saw a mountain being bring us food and water with no other motivation than to want to help.
Today, the woman to whom I owe my life is dead. The man was shredded three days later by the Beast Master's hounds. The mountain beings were all killed by the peasants who found them.
There is darkness, light, and that which belongs to neither. I decided a long time ago that if the mercenary profession was ungrateful, it could also be adorned with a certain nobility, a true one. The one that comes from simplicity, from a spontaneous gesture that reveals courage, greatness of soul. And it is for this ideal that I choose to fight today.
We will not only be the largest mercenary organization the anomalous scene has ever known. We will be the first to go beyond simple material and financial issues. The first to unify the scene of anomalous mercenarism under an ethic, a work code. To give back to our work the original nobility which it sorely lacks today, to protect the profession from organizations which would like to exploit it at leisure, and to prevent our colleagues from annihilating themselves in stupid clan wars, brotherhoods. I see it in some people's eyes. This project speaks to you. Inspires you. You will follow me, as you followed me when it was necessary to find a successor to my late predecessor.
As for the others, well…. I guess all I have to do now is pay you like dogs to make you converts.

Introduction :

Simplified logo of the organization. This model is mainly used for the official documents and uniforms of Primordial agents, when they wear them.
"Primordial" refers to an organization of mercenaries involved on the international anomalous scene, and more specifically in mercenarism. Founded in 1855, it gradually evolved to become one of the major organizations in the field as early as the 20th century. Primordial originally acted as a matchmaker between clients and independent mercenaries, allowing each to develop a contract to meet the needs of both parties. This funding enabled them in turn to recruit permanent or temporary agents, receiving direct orders. With time, their vocation as intermediaries thus faded in favour of a more classical role within the mercenarism of the anomalous.
Primordial's special status began with the arrival at its head of the entity known as SCP-194-FR-F, in 1944. The individual manifested ethical and moral aspirations from the very beginning. His main objective1 is to establish a work ethic within the profession, in particular to avoid a perversion of the mercenary profession by individuals or organizations, to prevent disastrous clan wars, and finally to protect the world from catastrophic anomalous events that could provoke unscrupulous mercenarism. The idea that the anomalous must remain hidden from the general public is also major in its policy axis. The evolution of Primordial under SCP-194-FR-F can be viewed here.
Today, Primordial continues to follow in his footsteps under the direction of the Primates, an unknown number of individuals forming a board that replaced SCP-194-FR-F at the head of the organization. At present, it is the most important mercenary organization on the anomalous scene. This statement is especially true in terms of influence and financial means, but not in terms of real numbers. Their direct agents number is in the hundreds, unlike other more massive organizations such as the Colorado Private Task Force. Nevertheless, they receive direct help and support from a non-negligible number of anomalous mercenaries, which allows them to maintain their current position.
Primordial can therefore be defined as a major actor of anomalous mercenarism, in that it is the one that defines and guarantees the existence of an ethics and a deontological code within the profession. The system is mainly based on forces of persuasion and deterrence, but there are precedents during which this interest group took a direct initiative, an action against an individual or group of individuals who did not respect the principles established during the Casablanca agreements in 19502.

It is important to note a rupture between the Primordial that was anticipated and built by SCP-194-FR-F, and the one governed nowadays by the Primates. The latter are much more obscure about their intentions and methods, and less faithful in practice to the principles of their predecessor. However, the appearance they want to promote to the world is always that of an ethical and trustworthy organization, which works for the good of anomalous mercenarism and the wider world.
Funding and Means:
Primordial always continues to practice the activity of intermediary, which allows it to rest on a very solid network composed mainly of independent mercenaries, whether they are those in the making or those having been able to make a name for themselves by their assistance. Access to the organization's services can be revoked, as this threat is often used as a means of pressure against recent professionals in the field. In addition, a tax is levied for each contract obtained thanks to their service, at very low rates which nevertheless make it possible to constitute an honorable income given the large scale on which their service officiates.
More rarely, Primordial also provides a large contract to raise funds. This generally involves their quality as trusted interlocutors, which enables them to be immediately informed of the evolution of anomalous mercenarism and therefore of the opportunities that present themselves in real time.
The organization has agents placed in a relatively fluid hierarchical system. Agents closest to the Primates act as personal bodyguards or mercenaries, and are often mandated for delicate and isolated missions. Others play the role of sub-commander and are empowered to command multiple, variable and mixed teams for more brutal and broad missions, their distribution depending on geographical factors. Finally, some agents act as intermediaries between Primordial's hierarchy and that of an external or semi-external organization: this is often the case of mercenary groups placed under the direct aegis of Primordial, for example Gauss Cannons, who retain a leader from their own ranks, but the latter is placed under the direct orders of the Primates.
The organization's effective strike and action force is relatively minor in itself; Primordial plays mostly on blackmail, persuasion and diplomacy to maintain its advantageous situation. They benefit from a great notoriety for their implication on the anomalous scene, reason of a great loyalty: on behalf of the mercenaries of the anomalous who appreciate this vocation to protect the profession from the abusive exploitation, but also on behalf of the anomalous entities practising the profession of mercenary, since they guarantee to them a significant protection against the organizations which would like to harm their freedom or their existence. They also receive strong support from several major organizations in the anomalous mercenarism scene, usually justified on ideological and historical grounds.
Primordial's predispositions for the use of dialogue and diplomacy led them to conclude various agreements and ratify various treaties with organizations of the anomalous world, even outside mercenarism. This is the case, in particular, of the SCP Foundation, with which a dialogue of cooperation began in 1963 when it was confirmed that Primordial was no longer run by an anomalous entity. Moreover, many organizations have an interest in mercenarism being framed and controlled by an authority that reduces their danger, without necessarily wanting this authority to be that of Primordial. In the absence of a better option, several concessions were granted to them because of their project and their effectiveness.

Activities:
Primordial officiates mainly in order to enforce a professional ethics of the mercenary of the anomalous which is defined on three established principles :
- The anomalous world must not be revealed to the general public.
- Mercenaries must show a minimum of ethical, moral and ethical scruples that would prevent them from taking part in any crime against humanity, or seeking to reveal the existence of large-scale anomalies.
- Mercenaries, and more specifically groups of mercenaries, must avoid differences and direct conflict in order to prevent clan wars from undermining the two principles set out above.
Conversely, the organization also seeks to protect anomalous mercenarism by ensuring that other organizations, such as the SCP Foundation or the Global Occult Coalition, do not seek to harm their profession by exploiting it to excess or eradicating some of its members.
These two objectives are mainly achieved through diplomatic representatives conversing between the two parties and through actions and positions officially as well as unofficially on the field: Primordial sometimes sends agents of its own if the stakes are ideological (such as the protection of humanity or respect for ethics), or under contract when the latter respects their policy.
Primordial is also conducting an active campaign to diversify the world of anomalous mercenarism, contacting and offering contracts to specialists in various fields ranging from electronics to marine navigation, computer science, armament and genetics. Retirees and deserters from large anomalous organizations are also the targets of their proposals and interests. It has been argued that Primordial practises diffuse proselytism among members of external organizations, but these accusations have all been dismissed. There is no evidence to suggest that this is the case among Foundation staff.
Their land bases and infrastructures are very secretly guarded, especially the Primates' quarters, and few in number. Primordial rarely deals directly with a government except when necessary or to honour a contract: to obtain the right to settle or officiate on land, their means vary from bribe to pressure on an individual or group of individuals in the political sphere. It also happens that Primordial does not bother with permissions, even though it can only afford to do so in the case of quick actions and not long-term operations.

Primordial maintains close and diverse ties with the following organizations:
SCP Foundation
Relationship: Cordial.
Historically, there have been several open or underground conflicts between Primordial and the SCP Foundation. These stormy beginnings were provoked by the memory of the skirmishes that had already taken place before SCP-194-FR-F changed the orientation of the group, a justified mistrust in the face of such a brutal reversal of one of the most profit-oriented mercenary organizations at the time, and an assumed will not to grant Primordial as much importance and status as its representatives would have liked. Moreover, the Foundation refused to associate itself with an organization that was then run by a humanoid anomaly.
Gradually, however, relations calmed down, particularly because Primordial refused to enter into direct conflict with what was considered to be a potential partner. From their setbacks to their successes aiming to impose themselves on the anomalous scene, a certain weight in terms of reputation was conferred on them. As soon as SCP-194-FR-F disappeared in 1963, official relations were re-established.
The Foundation attaches a certain importance to the relationship it maintains with Primordial, mainly because it allows it to have a foot in the world of anomalous mercenarism, very difficult to access otherwise and very unpredictable. The paroxysm of collaboration is the Protocol Incarceration. Other initiatives can serve as examples, with the Foundation sometimes using mercenary groups mandated to jointly contain an anomaly. These opportunities are extremely rare, and restricted to the group "Gauss Cannons" since it is one of the least dangerous and belligerent, that their speciality is consistent with the purpose of the project. Furthermore, the deep knowledge that the Foundation has of their relationship with the Colorado Private Task Force offers a very strong guarantee, this last group of mercenary being one of the most important supporters of Primordial and a delicate subject of their history.
The reciprocity of their exchanges being established, the two organizations try to preserve cordial relations by ostensibly keeping silent the places of their disagreement, without ever acting directly against each other. However, caution must be exercised with regard to interactions, as the Primates seem very quick to return to the old policies of profit and results, while still advocating the values spread by their predecessor.
Relationship: Oscillates between tensions and pure and simple disinterest of the two parties for each other.
The Global Occult Coalition, under the leadership of the United Nations, must condemn the existence of mercenaries and associated groups, particularly under the aegis of the Working Group on the use of mercenaries as a means of violating human rights and impeding the exercise of the right of peoples to self-determination. This position, official and assumed accordingly, is at the origin of several points of tension, in addition to the GOC's hostility towards the anomalous.
However, it is more than common for the GOC to have recourse to "private actors" who identify themselves as mercenaries. Contracts range from intelligence to the elimination of a non-humanoid and dangerous anomaly. It is known that Primordial had considered placing the GOC organization on the list of proscribed backers because of their policy of destroying anomalous objects and entities; but this amounted to disavowing one of the largest anomalous organizations, in addition to cutting a significant portion of global mercenary revenues.
It was therefore decided instead not to take an official position, while advising professionals not to accept GOC contracts denying human status to humanoid entities, and relaying only carefully selected contracts through their intermediary services. For their part, the GOC systematically ignores the existence of Primordial when it is confronted with it; it is however more a question of diffuse support, Primordial dispensing values within the anomalous mercenarism which have in their eyes the potential to assuage the harmful actions of mercenaries.
The fact that certain actions taken by the GOC or individual members of the latter organization have had indirectly beneficial consequences for Primordial may suggest that the very cold relationship between the two organizations would only be a very sophisticated front. However, this is only one hypothesis, rarely taken up by the experts studying the subject.
Relationship: Alternated rivalry and alliance / Obscure.
Chicago Spirit and Primordial were both founded at the end of the 19th century, and were therefore regularly rivals during their development. Primordial as an intermediary service communicated many of their contracts to their beginnings, but restricted themselves to their contracts concerning the trade of anomalous objects, criminal operations often being the subject of a conflict of interest with their own ambitions. This closure of the market caused the only real altercation between the two entities.
They nevertheless found a compromise, Chicago Spirit agreeing to employ Primordial agents when the need arose, and Primordial redirecting some of the neophyte mercenaries to their ranks when they presented the required skills. From there began a very ambiguous relationship, without ever turning to open warfare. The only point of disagreement that was formalized was their respective position towards Al Capone, Primordial's privileged client and very openly disapproving of the activities of the Chicago Spirit.
Chicago Spirit finally knew its decline during the raid that the SCP Foundation carried out against their leader Chappell, and disappeared from the anomalous scene in 1938 when its last human and private forces were acquired by Marshall, Carter & Dark4. This element is considered necessary for the brutal change of direction that Primordial experienced eight years later, because the last pillars of the organization would never have allowed the mercenary group to attempt to impose a deontology on a criminal sphere in which it had actions. We don't know what Chappell's position would have been on the subject.
Several reminiscences of the Chicago Spirit have resurfaced, the best known being the Chicago Spectre. The exact relationship between this interest group and Primordial is unknown, but it would hardly be friendly, if we exclude the interest that B.E.S.T.I.A.L. Modifications have demonstrated in their methods.
Relationship: Professional, some points of opposition regarding the treatment of the profession.
Primordial made extensive use of its old contacts with the Chicago Spirit to ensure that it could get the attention of managers and employees, in addition to playing on their essential intermediary service and the possibility of a general boycott of MC&D contracts. Since the latter used mercenaries more than once to procure rare but dangerous or exotic anomalous objects, a compromise was quickly reached.
Primordial's main grievances related to the condition of the mercenary in contracts, which they considered inadequate to the conditions of a decent worker. MC&D refused to go above a wage increase of 2%; on the other hand, they agreed to provide their temporary employees with anomalous material from their stocks, the latter being filled to profusion5.
Although Primordial's compromise with Marshall, Carter And Dark was one of the best known and acclaimed by anomalous mercenarism, it turned out in fact to be very disappointing. The organization had no trouble finding loopholes or breaking their promises with impunity, and because of their abundant means, some mercenaries did not hesitate to ignore Primordial's calls for boycott and public denunciation for profit. Without a unanimous reaction in the mercenary world, Primordial's threats lost credibility. Nevertheless, MC&D is still one of their first customers.
Relationship: Ambiguous without real hostility or sustained activity.
Although S.A.P.P.H.I.R.E. was a member of the Global Occult Coalition until 1953, the organization always received special treatment from Primordial. This first related to the growing enmity that SCP-194-FR-F felt toward their terrorist acts and their hostility toward faith6. For this reason, they were part of the List of Proscribed Backers until the latter left power; this was in spite of frequent condemnations that the members of S.A.P.P.H.I.R.E. publicly addressed towards Primordial, since other organizations also destroying anomalous objects escaped this sentence.
When SCP-194-FR-F disappeared and the Primates came to power, a new policy was established on the subject. Since S.A.P.P.H.I.R.E. relied little on outside actors, their protests were more of a principle than anything else, and they never showed a willingness to recruit mercenaries outside rare experimental phases. On the other hand, the Primates felt the need to protect themselves from their EMERALDS units, their effectiveness being extremely detrimental for their intermediary service, which requires a great discretion on the cases and associations which result from them.
A dialogue was therefore initiated, and S.A.P.P.H.I.R.E. was partially removed from the List as a token of good faith. In fact, this amounts to a total withdrawal, since the exact terms are "Some Lodges have a sufficiently acceptable reputation so that their contracts are honored with the same attention as our other customers" without ever specifying which ones. This also leaves Primordial and the independent mercenaries a margin of refusal if the proposed contract does not suit them.
Apart from this interaction, it would seem that S.A.P.P.H.I.R.E.. and Primordial have no relationship of any kind. However, it appears that Primordial is at S.A.P.P.H.I.R.E.'s disposal, if they require outside help for any experimental phases.
Relationship : Cordial, but limited.
Primordial and the Gentilshommes have been getting closer since 1944 because of their similar ideologies in humanism, human rights and respect for humanoid entities. The beginnings of close cooperation are also to be found in their "Hominum" policy, particularly with regard to the protection of anomalous mercenaries under direct threat. There is thus a suspicion of an evacuation traffic of the entities being actively searched by private or international organizations, thanks to the assistance of the Gentilshommes.
There are several areas of rivalry or disagreement between the two organizations, for example the tendency of the Gentilshommes to design anomalous objects for sale to Marshall, Carter And Dark that creates rivalry with the services offered by mercenaries, and thus fewer contract opportunities. For their part, Primordial has been the subject of much criticism because of the existence of the Protocol Incarceration, which in the eyes of the second party does not constitute a humane and adapted judicial system. Apart from that, they still maintain peaceful and cordial relations, both organizations having a pronounced taste for diplomacy and a certain elegance of form.
Historically speaking, SCP-194-FR-F was particularly close to the ideology of the Gentilshommes Humanistes and their representatives, which contributed to reinforce his convictions and his ethical project.
The exact scope or even existence of collaboration between the two organizations is still open to debate. The only thing that is certain is that the Gentilshommes Humanistes greatly appreciated the SCP-194-FR-F project and what it had done with Primordial, but that their relations are now more measured now that the Primates have replaced them, imposing their less idealistic vision. Primordial has acted several times as a direct or indirect intermediary between the SCP Foundation and the Gentilshommes Humanistes, and continues to do so today but the latter seem more reluctant to use their services since the Primates came to power.
The following is a non-exhaustive list that should be kept up to date, to the extent possible. Primordial being essentially based on a set of networks as well as on their notoriety, it is essential to understand the relations they maintain with the various actors of mercenarism, which they see both as a means and an end. It should be noted that while Primordial's representatives consequently attach great importance to the cordiality of their relations, they have never hesitated to affirm their hostility towards certain groups or individuals, and to act accordingly.

Description: Renewable Resources is an association of reincarnated7. As a result, they specialized in suicide or impossible missions, mass murder and torture. Today, the group is much more discreet when it comes to the always morally questionable missions it carries out.
Members of Renewable Resources are often compulsively obsessed with all matters related to their profession, and 90% of them suffer from Antigone's Trauma8. This is explained by the nature of the initiation rite, which consists in taking one's own life with a ceremonial knife. One must then present oneself to the other members of the group during its next incarnation, before the age of seven, to complete the rite and become a "black ram", opposed to the status of "black lamb" which designates uninitiated reincarnates. As proof of initiation, a part of the skin belonging to the reincarnation having taken its life is removed, and tattooed before being preciously preserved as a common good of the group.
Renewable Resources opposed Primordial during the conflict with the Gauss Canons until 1948, and held them responsible for their destructuring in 1946.

Notable mercenaries in their ranks:
- The Black Wave - One of the oldest members of the organization. The initiation rite was poorly performed and he remained conscious for several hours before dying of a hemorrhage, the Renewable Resources code preventing members from intervening to help the individual take his own life. It has been theorized that this experience further aggravated his Antigone trauma, or another pathology. Very dangerous and disturbed individual.

Krasnaya Kompaniya

Description: Founded in 1992 by about twenty GRU deserters from the 11th External Unit of P Division, the 11th Loyalist Psychotronic Unit (after its original name) had as its stated objective to re-establish a Soviet regime in Eastern Europe.
If this goal could still be considered achievable in the early 1990s, this state of affairs changed rapidly, and it soon became clear that this objective could not be achieved. This is the most likely cause of the slow decline of what was then only called Krasnaya Kompaniya (the nickname attributed by his colleagues and enemies), which began in the late 90s.
However, this changed radically with the arrival of polkovnik Natali Nikolaev at the head of the group in 2015. If officially the objective of the group did not deviate, no concrete action going in the direction of its realization seems to have been undertaken since this period, and the group, although always fighting under Soviet colors, concentrates henceforth essentially on the strengthening of its position within the mercenariat of the anomalous.
At present, the group has forged a solid reputation in its field, and in particular in the implementation of operations as fast as brutal. It also belongs to the groups that gravitate closest to Primordial, has a certain decision-making power, and is regularly called upon for all kinds of sensitive missions.
The exact nature of the relationship between Krasnaya Kompaniya and the P division of the GRU proves to be very murky, oscillating between displayed hostility and brotherly mutual aid, depending on the situation.

Leader(s): Under the direct command of the Primates. The mercenary Hanŭl Yun (하늘 尹) is currently the intermediary in the hierarchy between the two organizations, and is on the ground the commander of the Gauss Cannons.
Description: Gauss Cannons is an organization of mercenaries at the origin of an anomalous weapon that gave them their name, similar to the gun with electromagnetic propulsion using the forces of Laplace, substituting this time the principle of the Anchors with Reality of Scranton. The so-called weapons, the Reality Cannons, cause a change in the level of the Humes in a large space, thus making it possible to neutralize the anomaly of a reality bomber as long as the shots are maintained. Unwieldy and variable in efficiency, this method was abandoned with time for others more effective. Nevertheless, each new member receives a portable copy by tradition.
The original core of the group is from Korea. They quickly began to recruit internationally, but the chain of command remained resolutely occupied by individuals of that nationality. The current commander is thus the son of Arŭm Yun (아름 尹 尹), who led the Gauss Cannons during the split of 1954.
The Gauss Cannons were assimilated by Primordial during the conflict between them and Renewable Resources in 1948. Diminished, they had to accept conditional support from the larger organization, and have since played the role of a specialized cell. This created tension within the group itself, especially in the hierarchy. Following the Korean War, this split led to the group being split in two. This separation is mainly justified by the way Primordial handled the crisis of the time, the measures taken being insufficient and still being criticized today10.
It is one of the least belligerent and most effective mercenary groups in their field. For this reason, the Foundation reserves the right to exchange with its representatives in order to work towards the protection and common security of anomalies.

Colorado Private Task Force

Affiliation with Primordial: Good relations, the Colorado Private Task Force is currently one of Primordial's main supporters.

Leader(s): The group is led by a board composed of about ten individuals.
Description: If, for most of the anomalous world, the Colorado Private Task Force was founded in the late 1950s by about thirty American veterans of the Korean War, the group was actually created under the influence of dissident members of the Gauss Cannons, a true origin that was jointly masked and kept secret by the SCP Foundation and Primordial, the Colorado members themselves ignoring it11.
Following the separation, the dissidents of the Gauss Cannons indirectly participated in the creation of the Colorado Private Task Force, probably in order to manipulate them in the future for bellicose purposes. The Foundation received an anonymous tip, probably sent by Primordial agents, indicating where the Colorado members were hiding. Judging that the individuals taking part in it were endangering the secret of the anomalous world, they were amnesticised12 and their history was rewritten to make the Colorado an organization of Korean War veterans with no connection to the anomalous scene. However, they eventually redirected and settled there permanently. Having forgotten their dispute with Primordial, they are now one of its major supporters.
Initially composed mainly of former American and South Korean soldiers, then South Vietnamese after the Vietnam War, the group is now largely cosmopolitan, welcoming men and women from around the world, as well as a number of anomalous individuals.
Being the largest group of anomalous mercenaries (including in comparison with Primordial) and probably the best equipped, the Colorado Private Task Force can carry out missions that many of its colleagues could only dream of, which gives it a significant influence, but which also attracts a lot of attention and mistrust.
The group also has significant projection capacity, which enables it to intervene quickly almost anywhere in the world.
It is partially thanks to his unconditional military and diplomatic support that Primordial can consider itself immune from any frontal attack. The main counterpart received by Colorado is the stability of the anomalous world guaranteed by Primordial, essential element to the development of its flourishing activity.

Affiliation with Primordial: Relations are peaceful, the group has a great deal of independence given its notoriety and proves to be relatively docile during exchange on the rare occasions when Primordial calls upon it. It is nevertheless suspected that their interests are placed before those of Primordial, and that in case of conflict, an open opposition would be to foresee.
Staffing: Five sites around the world, each with at least 50 employees. A sixth site existed, but was destroyed during an altercation between the Chaos Insurgency and the SCP Foundation, what remained was seized by the latter's forces.
Group specializations: Genetic and/or anomalous modification of animal or plant species, on command or for applied research purposes.

Description: B.E.S.T.I.A.L. Modifications is a private for-profit organization founded in 1954 by the notorious mercenary "The Beast Master". It aims to produce genetically and anomalously modified creatures in response to customer demand, and uses the money raised to finance its own experiments. It also originally presented a list of available technological modifications, but faced with competition from Prometheus Laboratories in this field, they redesigned their catalogue so as to offer only genetic alterations.
There are two ways to pay:
The customer can choose between several defined options, the transaction is then official, listed and can only be paid by a predefined sum of money according to a combination of criteria depending on the breed of animal or animals used, the extent of the changes, their nature…
The client can propose a project of his own that goes beyond the usual framework, which the organization can accept as a research project. The settlement of the transaction can then be defined at will, and may not be in a traditional monetary form. Such a transaction is rarely recorded, in the image of the very secret research conducted by the organization14.
The customer can either supply the animals used during the operation, or let the organisation buy them for a supplement calculated at the head of the animal.
The Master of the Beasts affirms very open opinions to transhumanism, which suggests that he would have direct contacts, or privileged contracts, with the Gentilshommes Humanistes. The reports indicate indeed that he experimented on his own person, limited to a strengthening of the organism and an improved longevity.

Grandpa Jacques' Crazy Bunch

Leader(s): Jacques Guillemin, known as "Grandpa" or "Grandpa Jacques". It would seem, however, that important decisions are taken by vote.
Description: Little is known of the group of mercenaries known as "Grandpa Jacques' Crazy Bunch", except that it is composed of three or four members, depending on the sources, that it is very close to Primordial without being officially affiliated with it, and that it has recently been noticed by its methods, more than often described as "atypical", or even "messy". They have nevertheless brought them a series of noticed successes.
It is established that "Grandpa Jacques' Crazy Bunch" participated in at least one mission entrusted by the SCP Foundation to Primordial, which indicates a fairly close bond of trust, given Primordial's usual relative distrust towards independent mercenaries.

- Jacques "Grandpa" Guillemin - The only official trace of the supposed founder that we could find is the mention in several documents of the French Army of a soldier having been deployed in Kosovo in 1999, who could correspond to him. However, this has not yet been confirmed or denied. He seems to be fairly respected among his peers.
- Chelsea " Bullet " Murray - The only two official documents mentioning the existence of Chelsea Murray, originally from Wales, are a birth certificate and an OWC report evoking a bitter confrontation between one of her agents and her during a field mission. Rumours insist, however, that she was the outcome of the union of two mercenaries from different groups, which would have come to a tragic end.
- Amaury Cahen - We know almost nothing about the third member, known as Amaury Cahen, except that his career as a mercenary began before he joined the group.
- Amanda Amatore - A fourth member, who would be named Amanda Amatore, is also sometimes mentioned. However, it appears that she was killed in 2011, well before the group's supposed formation date, and her body is currently resting in her home village of Manerbio, Italy. It is therefore not impossible that she joined the group by anomalous means.

Description: SCP-194-FR-F is an individual with slowed aging, who was at the origin of Primordial's turnaround in 1944. He is a typical European Irish, and has close and long range combat capabilities. This is the major figure of the group of mercenaries today, considered as the founding father of their notoriety and their international politics.
His sister, SCP-194-FR-S, is currently confined by the Foundation. SCP-194-FR-F knows this fact and reportedly tried to contact her several times without success. It is assumed that the reason behind his disappearance was to prepare a series of operations to free her, although he is still inactive at present, more than fifty years after his last public appearance.
The psychological profile refers to a strong personality, capable of assuming responsibility and taking things in hand. Having always lived in the comfort and safety of SCP-194-FR during his "childhood", it is assumed that this confidence and responsiveness are a necessary adaptation to the harder life he experienced when leaving the time anomaly where he was conceived. However, given the very special relationship he has maintained and continues to maintain with the passage of time, SCP-194-FR-F has been able to live his childhood and adulthood at leisure, repeatedly, before re-enrolling in a regular time frame. This last factor undoubtedly played on his maturity.

Hématite Broken-Blood

Description: Hématite Broken-Blood is an enigmatic figure of Primordial, almost mythological. No information whatsoever could be discovered about her, she does not seem to have had any liabilities as a citizen, of any nation.
According to the information cross-referenced by our sources, Hématite Broken-Blood, who only very rarely uses her surname, would be a hemovore affected by the M-26 mutation, which is almost a species in its own right compared to classic hemovores and which we thought was completely extinct. The resulting alterations are as follows:
In addition to the inherent weaknesses of classical hemovores, M-26 mutants are weakened by the presence of fireflies and lanterns lit by a true believer, sometimes to death if exposure lasts too long.
The M-26 mutants are not taken by an uncontrollable thirst for blood, apart from normal recourse and afflictions in the event that their last meal was too long ago, much like a severely hungry human being. They can also feed on animal blood.
Blood from genetically similar members of their species would have serious effects on their body, deteriorating or modifying it.
It should be noted, however, that Hematite has never shown the slightest of the weaknesses listed above, neither those of the classical hemovores, nor those specific to M-26 mutants. The true nature of its mutation is therefore obscure.
Hématite was recruited directly by SCP-194-FR-F, and was very close to him the whole time she worked under him as his right-hand man. She is probably one of the last people to have seen him before his final disappearance, and to be possibly aware of his current situation. Today, there seems to be some disagreement, or lack of trust, between her and the Primates, which has somewhat displaced her from her privileged status. However, she is used as a bodyguard directly by the Primates, indicating a significant degree of trust.

Rapina

Description: Rapina is a woman commonly described as an enchantress, more precisely the present heiress of the great mystical figure that represents Circe15. She herself has no known apprentice to date.
During her missions, Rapina has shown a preference for the ostensible and the staging, which contrasts greatly with the discretion observed by the former holders of the name. Not very appreciated in the community of reality folders, in particular because she is devoid of any magic and must to become an anomalous vector carry out many operations, often bloody. Furthermore, she has for mania to steal the necessary ingredients from other representatives of the community of sorcerers. These two elements earned her the nickname of Fake Circe among initiates.
Despite this inability to use any anomaly naturally, Rapina is not a threat to be taken lightly. She has little respect for her fellow men, enchanters or humans, and always plans with great care her operations, personal or on Primordial's behalf. It is recommended to approach her within range of a Scranton reality anchor, or to keep her immobile in the same place until she has used all her charms and all her potions. Caution is called for, since the individual is known for her subtlety and tricks.
Because of the danger she poses and disastrous precedents, the Foundation considers it a high priority to apprehend her.

Reverse Alitta

Description: Reverse Alitta is well known in the mercenary world for having been the sole partner of the mercenary The Fright. According to our sources, the latter took them in from childhood, and trained them in the skills and codes of the mercenary profession very early. From this collaboration, the individual keeps the habit of always wearing clothes and a mask so that their physique is never revealed.
Reverse Alitta was not a dangerous or belligerent mercenary in the strict sense of the word, although they mastered hand-to-hand defence. On the other hand, the damage that their computer skills can cause can prove disastrous in the long run. In the past, their services were used for data destruction, blackmail, breach of confidentiality, and in the most extreme cases remote destruction of equipment.
It is theorized that the individual would be in possession of one or more anomalous objects, at least one of which would be able to immediately provide them with secret information.
It should be noted that Reverse Alitta is currently engaged in a relationship with the mercenary Domino, information that may be useful in the event that it becomes necessary to find a means of pressure against either of these two mercenaries.

Mr. Waltz

Description: Mr. Waltz is a mercenary evolving in the world of the anomalous since the 90s. He therefore has a very good knowledge of anomalous mercenarism and knows most of the actors associated with it. His origins and true age are unknown. He does not seem to use anomalous means to slow his aging.
Since the beginning of his career, Mr. Waltz has always been reticent about the concept inherent in Primordial, apparently fearing for the freedom of action and independence of mercenaries. So he always refused to work for Primordial. No hostile action towards Primordial is known on his part: however, it is possible that it exists, Mr. Waltz appearing particularly prudent and gifted to cover his tracks (in particular against an enemy of this size and able to retaliate).
Mr. Waltz is very versatile: although the cases in which he is proven guilty are few, he seems involved in a wide range of illegal actions since the 1990s. Among the main ones are theft and/or extortion of information, espionage, murder and infiltration in secure places.
Mr. Waltz seems to have remained in a vision of his profession dating from the Cold War. Thus, he is reluctant to use new methods (e.g. piracy), including anomalous ones. Generally speaking, he seems to use only very rarely anomalous means, preferring infiltration and "traditional" tools to that. Mr. Waltz has only been positively identified half a dozen times. Persistent details between these identifications are salt and pepper hair and a dark grey suit.
Mr. Waltz seems to be restricted to a fairly strict moral code. First, its recognition in the anomalous world offers it relative financial stability and the possibility of choosing its contracts. In recent years, he appears to have focused on larger and more complex cases. Secondly, according to information gathered from various anomalous mercenaries, Mr. Waltz seems to be very pragmatic, with a strong professional conscience but without special violent disorders. He seems to respect other mercenaries, whom he sees as equals and allies rather than rivals. This behaviour gives him a good reputation. However, despite this, Mr. Waltz seems to work as a team if not never, then at least very rarely.
Although working only in the anomalous world, Mr. Waltz has no known anomalous abilities. However, the limited information available on this subject requires caution. He uses a Walther PPK gun that looks pretty worn out. However, Mr. Waltz only rarely uses it when the situation requires it, preferring discretion over force. For that, he probably uses tools designed for that, almost certainly improved lock picking equipment and possibly a grapple. Although his age is not known, his date of entry into activity seems to confirm the fact that he has exceeded fifty years. Despite this assumed age, he still has developed physical abilities, including flexibility rarely seen at this age.
In any case, Mr. Waltz must be considered an extremely dangerous individual. Even if he is not under Primordial's protection, his capture seems compromised by his great caution and by his network of contacts within the anomalous world.

The document you are about to read is the "Corrected and commented version of the Primordial Treaty on Security, Containment and Protection for personnel with Security Clearance Level 2".
Under this somewhat pompous name is hidden, as its name suggests, a version relieved as it should be of any information deemed too sensitive or superfluous for employees of your Clearance Level (I might as well tell you right away, there is not much left).
But this version also benefits from various comments and additions, made by me, concerning the establishment and application of the various articles of this Treaty.
If you have to go through this document, it is undoubtedly because you will come into contact, in one way or another, with the group of mercenaries known as Primordial. I would therefore like to stress the absolute need to read the following in full and with the greatest attention, firstly because the Treaty is a central document in order to understand what Primordial is, how it works and the nature of its relations with the Foundation, and secondly because it would be very unpleasant for me to imagine that my tireless work might not receive the attention it deserves.
It should also be noted that the concepts of "normality" and "the anomalous", frequently used in the Treaty, are those established in the Berne Agreements of 1954. The reader is therefore strongly advised to refer to it for further details.
Article 1:
The Primordial Group undertakes to return to the SCP Foundation as soon as possible any anomalous individuals or objects that may come into its possession, particularly if they threaten in any way the integrity of normality or the secrecy surrounding the existence of the anomalous in the eyes of the general public. […]
The SCP Foundation is committed to treating appropriately the anomalous individuals and objects given to it by the Primordial Group. […]
A very interesting first article, of which you can unfortunately only read a few lines, firstly because we can consider that it is at the origin of the very existence of this Treaty.
Indeed, the mercenarism of the anomalous has always constituted a refuge of choice for all kinds of anomalous individuals, insofar as it is one of the only environments where they can live in relative freedom, without risking elimination or confinement. The SCP Foundation has therefore long considered that if, one day, an inopportune and involuntary unveiling of the anomalous should occur, it would find its origin in the anomalous mercenarism (which has already happened several times).
The primary objective of the Foundation in negotiating this treaty with Primordial was therefore to gather as many anomalous individuals and objects from anomalous mercenarism as possible, and above all to ensure that Primordial would always give them priority, and not rival groups.
At first, the Foundation insisted that Article 1 should not only concern Primordial, but mercenarism as a whole.
Primordial, in the midst of strengthening their position at the head of their community, of course categorically refused, arguing that this would put them in a delicate situation in relation to the large groups of mercenaries, and that they would provide a golden casus belli for the most hostile among them.
Paradoxically, and even if Primordial handed over several anomalous objects until then in his possession as a token of good faith shortly afterwards, it was not until 1970 and the implementation of the Incarceration Protocol that the first anomalous objects were entrusted to our good care. The negotiations that led to the conclusion of the Protocol established that it was up to Primordial to evaluate which objects and individuals really represented a threat, an assessment that was very difficult to carry out on its own.
As might be expected, Primordial then rushed to use this clause to get rid of recalcitrant elements, while preserving most of the anomalous under its responsibility. This reality, although well known to the Foundation, has so far never led to an official reaction.
Article 2:
Primordial undertakes to do everything in its power to preserve the secrecy surrounding the existence of the anomalous, the integrity of the so-called "normal" world, and the perenniality of the human species as we know it. […]
This includes in particular the serious and regular control of the various groups that it represents, the maintenance of the various norms and rules proposed and applied by Primordial to mercenarism in its great majority since the Casablanca agreements of 1950. […]
The organization also undertakes not to accept any contract, task or mission in general from groups threatening the normality or survival of the human species as we know it, which will be listed in Annex 2-A.
If you were to ask yourself, after reading the last remark concerning Article 1, why the Foundation had never reacted to this deviation, Article 2 is your answer.
Let us be clear, the application of Article 2 of the Treaty has never represented a great sacrifice for Primordial, which in any case has applied since the Casablanca agreements to impose a certain deontology on the environment. Deontology which already implied, in particular, not contracting with certain entities known to represent a threat to humanity, such as the Church of the Broken God or the Sarkic cults.
If deviations from this article have already been noted, or at least strongly suspected, we must note that we are still very much alive, and that normality as we know it has not undergone any major change. It would therefore seem that we can trust Primordial to choose well and to make the right choice of contracts.
Article 3:
The SCP Foundation recognizes Primordial as its main interlocutor within the anomalous mercenarism. This means that Primordial may, as the case may be, represent any group of mercenaries who so request to the SCP Foundation, particularly in the event of conflict or prejudice caused to either party. […]
After two articles that can be considered as being rather in favour of the Foundation, this one can be seen as a beautiful gift made to Primordial.
Indeed, if this official recognition does not seem like anything at first sight (and that it seems already acquired anyway, since Primordial is the first, and remains at present the only, group of mercenaries of the anomalous with which the Foundation signed a treaty of this kind), it allows it to further consolidate its position within the mercenarism.
The group can thus position itself as a representative and defender of its colleagues, thereby increasing their dependence, and thus their submission.

Article 6:
Primordial agrees not to take any action against the SCP Foundation that could result in endangering normality as we know it, or the secrecy surrounding the existence of the anomalous. […]
This implies in particular not to carry out any attack against installations or convoys affiliated to the SCP Foundation transporting SCP objects of Keter class, and/or of Red or Black threat level. […]
This also implies not murdering, amnestizing or mentally or physically incapacitating employees of the Foundation occupying a crucial position by their responsibilities, their capacities, their knowledge or their activities. […]
If, at the beginning of the negotiations, it was believed that the establishment of Article 1 would be the most difficult, it was indeed Article 6 which used the nerves of the various representatives the most, and which cost us the most litres of coffee.
For Primordial, it was inconceivable to appear to favour the Foundation over other potential clients, for obvious commercial reasons.
For the Foundation, it was inconceivable to deal with a group that could, if necessary, represent a major threat, its official policy towards its rivals having always been particularly intransigent.
A common ground was finally found by cutting the pear in two: to sum up, Primordial must not accept contracts whose execution could cause very serious harm to the Foundation and/or humanity.
As expected, however, other mercenary groups were subsequently suspected of having participated in or contributed to missions targeting categories of SCP objects cited in this article, or "critical employees" within our organization.
Unfortunately, the article only concerns Primordial who seems to have always respected it.

Article 16:
The SCP Foundation and Primordial are committed to treating appropriately employees and affiliates from the other group they may be detaining. […]
This includes keeping the individual alive, excluding all forms of physical or mental torture, providing decent conditions of detention (food, drinking water, and other amenities listed in Annex 16-A), appropriate care for the various normal or anomalous pathologies to which he or she may be subjected, and the express search for solutions aimed at shortening as much as possible his or her detention. […]
Also excluded are normal or anomalous experiments conducted on or with the individual, deliberate placement in situations that may endanger the individual (including exposure to hostile individuals or entities, or placement in conditions dangerous to the physical and mental integrity of the individual), or temporal or dimensional displacement not expressly justified by a critical situation. […]
One of the major problems that has always arisen in the world of the anomalous is without question that of the treatment of "prisoners of war". Indeed, few groups apply among themselves the guidelines of the Geneva Convention, which is not always adapted to our particular environment anyway.
Similar agreements have already been made between the Foundation and other interest groups, and we are almost certain that the same is true for Primordial, which has signed similar agreements with several other entities, such as the GOC, the Chaos Insurgency, the UIU, the Serpent's Hand and the GRU Division "P".
It may also be noted that exchanges of prisoners between the two organisations, implied at the end of the second paragraph available at your reading without being clearly mentioned, are relatively common, neither organisation having a real interest in detaining members of the other.
Thus ends this "Corrected and commented version of the Primordial Treaty on Security, Containment and Protection for personnel with accreditation level 2".
There is no doubt that with a little perseverance and common sense, you will be able to obtain a higher level of accreditation on everything related to Primordial.
To you, then, the luxury of going through a few more parts of these boring official documents, hitherto hidden from your neophytes' eyes, and especially my sharp prose!
You should also know that many practices and habits binding the two entities are not written in black and white anywhere.
A word before I conclude, though. Never forget that Primordial is a unique case among the interest groups with which the Foundation is brought to cohabit.
Sometimes allied, sometimes enemy, often neither one nor the other, signing treaties with our organization (a fact rare enough to be underlined) but also with others, some of whom we consider mortal enemies, composed of an improbable variety of individuals, both normal and anomalous, directing anomalous mercenarism while depending largely on its approval and support…
As an outside observer, its study is most exciting.
