Вам как, блин, в голову пришло, поставили бы префикс -ES тогда. То, что объект на территории России, не значит, что ему нужен префикс -RU. (How you came to write it, put at least the prefix -ES then. Just because the product is located in Russia, it does not mean that it needs the prefix -RU.)

About that it's because in that canon, each branch its very specialized and in-universe each Regional Council works like a small O5 council.

While not 100% updated this should explain it a bit better. Also, you can ask to the author by a private message

She says that her mother is leaving the cigarette but then says this "My mother's death made me try medicine and later psychology, but made my brother an irreparable addict to alcohol."

I think it's supposed to say "Uncle" instead of "Mother" there.

While the article isn't bad (outside of a few parts where it could be translated better) it conflicts heavily with my (and probably a lot of other people's) headcanon of what the Foundation would do.

Also if this is a tale, why does it have attribute tags?
