Primary Investigation Report on "Saiga Factions"

"Saiga Factions" are organizations consisting of Rokumi Saiga (犀賀六巳) and his followers. Though their organizational activities have been confirmed only several times, their evidences have been detected from venues of anomalous phenomena all over the world, revealing their very wide range of activities. Though it has been revealed that they had based their operations formerly in Japan, their present state is unknown.

Rokumi Saiga seems to conduct his activities in mutiple parallel universes, revealing no background or identity. The Foundation has confirmed signs that he lived in Japan previously; however, he is not on any Census Registration of Japan. Saiga refers to himself as a scientist, known to have profound scientific knowledge centered on spatial-temporal physics focusing on movement between parallel universes. The individual possesses technologies to observe parallel universes, which differ from the present universe to which the Foundation belongs (hereafter the Present Universe), and move between them, often showing traces of intervention in target universes. His purpose is to save and relieve the target universes and mankind belonging to them, according to the documents discovered by Foundation investigation.

Saiga secretly possesses anomalous items collected from various parallel universes, and probably utilizes their anomalous properties to save parallel universes. However, apparently the anomalies are hidden in anomalous space, hindering the successful search for them. Saiga seems to have gained knowledge about the Foundation and other organizations relating to anomalous objects in the process of the movement between parallel universes, and pays close attention to hide himself from those organizations.

Plus, there are evidences that Saiga has had relationships with mankind in several parallel universes, and he has a certain number of followers in each universe. The followers refer to themselves as "Saiga Factions", and are basically friendly to mankind. But here "mankind" means mankind in the all of universes including parallel universes, so Saiga Factions' activities might severely damage the Present Universe. Saiga Factions don't stick to the Present Universe; when those damages are determined to be necessary to save mankind in the target universe or more universe, minimizing victims, they will conduct their activities without hesitation even if they anticipate the damage to the Present Universe. Therefore, the Foundation and other organizations recognize Saiga Factions as dangerous groups.

Though Saiga was considered to have already dead from the perspective of discovery circumstances of SCP-233-JP, following investigation revealed that he is potentially still in hiding in another dimension. He potentially continues his activities straddling multiple parallel universes in order to save "mankind" in some dimensions. However, it is unknown in detail — which universe the individual came from, whether he is Rokumi Saiga himself who started the activities, or whether he is Saiga's heir or identical being from another parallel universe.

The atmosphere in the shelter has come to worst. Water and food are getting increasingly scarce, and medical supplies have already been exhausted. Since we, only students and children, cloud flee, there are no adults here. Even fussy kids get on my nerves. Everything — those dickwards caused everything.

Among rubble still with whiff of past usual days, the man stands. His long white coat is terribly smeared with dust and blood.

The man looked heavenward. Ephemeral orangish sunset and sparkling stars came into his sight. At his foot is an oddly-squashed bloody cradle, blowing in a wind, and made a hushed sound.
