The Fascist Council of the Occult is an organization whose history is deeply connected with that of the Italian Branch of the SCP Foundation. Founded after World War 2 by members of RIDIA still loyal to fascism and Mussolini, CFO currently includes roughly 2500-3500 staff members. It is estimated that less of 10% of said personnel have bureaucratic tasks; most of them (roughly 60%) is part of the several military branches, with a definite prevalence of undercover agents and dormant squadrons all across Italy and its former colonies. It is assumed that CFO commands 4 large Bases (200-400 individuals), less than 20 small Bases (less than 50 individuals) and a great deal of highly mobile centers comprised of a few people. The Bases mainly host the primary research centers and the bureaucratic and command establishments. They also serve as local support facilities, which is why they are guarded by armed platoons, Chimeras and automated defense systems.
CFO's behavior is very changeable and depends on the historical period and its leaders, with long guerrilla phases alternating with great assaults and/or large-scale terroristic attacks. Activity by CFO has been confirmed in Italy, Switzerland, France, Somalia and Ethiopia,1 while they are believed to have been involved - either directly or indirectly - in events occurred in Spain, Portugal, Germany and Great Britain.
The Council's mission is to bring down the Italian Republic and found a new fascist dictatorship. To do so, they intend to use their anomalies in terroristic attacks undermining people's trust in the institutions, causing civil and social instability and leading to a power vacuum which they are going to fill. Besides, CFO aims to eradicate all organizations dealing with the anomalous, such as the Foundation and the Global Occult Coalition, or to take them over, so as to gain unopposed control over Italy.
It is currently unknown how CFO recruits personnel, but it is assumed that local cells monitor their assigned area and recruit people who show sympathy for the fascist ideology, or that they use the social networks and the Internet as a whole to find potential new members. Furthermore, according to information obtained from interrogations and documents retrieved after assaults on the Bases, the Council funds itself mostly via cover businesses, but also with illegal activities such as money laundry, black trade and selling anomalies. Additionally, over the years, links to Italian politicians were discovered, both on a local and national scale. Therefore, it is not excluded that it gets funded through this means as well.
CFO is led by the Dictator, who coordinates the bureaucratic sections of the organization and the Arcane Studies Office firsthand, leaving the military and scientific sections to the Hierarchs chosen by him. According to documents retrieved by the Foundation, there have been only two Dictators: the first one founded the organization and led it until 1986, when the current Dictator took over.
CFO's armed forces are divided into three great sections, commanded by three of the five Hierarchs, called Triumvirs.
The First Triumvir is the leader of CFO's assault forces and runs all the squadrons spread across the country, choosing their team leaders, selecting their targets and granting an adequate supply of human and military resources. The First Triumvir is usually the one interacting the most with the Foundation, since he may partake in the encounters of greatest magnitude - such as assaults on particularly critical Sites or Areas - and occasionally in the defense of the main Bases.
The Second Triumvir runs the defensive squads of CFO and serves as the Dictator's security detail. Such a role implies real-time knowledge of the location of each Base, of the resources available to the organization and to the potential of all the hostile GoIs (including the Foundation). Because of that, he is also the Dictator's advisor and rarely leaves the organizing center of CFO.
The Third Triumvir runs CFO agents working undercover in the national institutions, the Foundation and other GoIs, coordinating the intelligence and counterintelligence services and personally selecting and/or eliminating targets on the Dictator's behalf. Among the three Triumvirs, the Third one is - relatively speaking - the least relevant one in terms of warfare, but he still remains a serious threat and a primary target to eliminate on sight.
The Triumvirs give orders to the Majors, the leaders of the armed forces of the Bases. They receive orders from their superiors, report to the right squadrons and coordinate the defense and evacuation operations. The Captains usually coordinate 2-8 squadrons and rarely intervene during the more complex assaults.
The squadrons are comprised of a team made of 6-20 soldiers, led by a team leader, and follow the Captains' instructions. Team leaders are usually the highest authority present during their attack operations and eliminating them may cause the involved agents to become disorganized.
The other two Hierarchs, called Consuls, coordinate the Council's research and development sections.
The First Consul directs the Mechanical and Digital Studies Office. He takes care of allocating the resources required to develop and improve the technologies, assessing the usefulness and/or functionality of the projects, and to deploying and recruiting suitable researchers. Originally meant to design apparatuses and tools helpful to the Council, the Office began investing resources in weapon development, following contacts with the Church of the Broken God and other groups of interest.
The Second Consul directs the Biological and Genetic Studies Office. His role is parallel to his partner's. The main task of the Office is to create Chimeras and bio-technological weapons, meant to bridge the gap in strength between the Council and its enemy groups. At first, the Office created proto-Chimeras obtained through surgical and chemical manipulation, but over the years, it showed an increasing expertise in genetic editing, leading to the birth of species capable of spawning sustainable populations — from a reproductive point of view.
There is a third Office as well: the Arcane Studies Office, dedicated to research into occult subjects and thaumaturgy. At first, it was directed by the Third Consul, who kept his role even after becoming the Second Dictator. There is only a limited amount of documents about this, because of the strict security protocols protecting them.
The individuals leading the Offices established in the Research Bases are the directors, who directly obey their respective Consuls. They commonly manage only a few phases of ongoing research and do not know the anomalies they are working on completely. This is due to the constant risk of information leakage, because of a Foundation embedded agent or raid, which might reveal some weak spots in the technologies developed.
Main Events:
- 1945: CFO is founded by RIDIA members still loyal to fascism, led by the First Dictator, only known by his code name "Brigand". They steal documents and anomalies from the Sites in northern Italy.
- 1949: The Foundation makes the first contact with CFO, during Operation "Caduceus".
- 1950: First encounter with a proto-Chimera, as confirmed by later documents.

- 1960: The presence of CFO personnel and facilities is confirmed outside of Italy.

- 1986: The Dictator disappears under obscure circumstances. The Third Consul takes over the Council, while maintaining control over the Arcane Studies Office.
- 1991: CFO launches a great attack against Site Asclepio, badly damaging the facility and causing the death of ██ staff members.
- 2012: CFO makes contact with the Church of the Broken God and forms an alliance, leading to a drastic improvement of their technological expertise.
- 2014: The Foundation initiates Operation "Imperial Eagle", deploying SSM-I, SSM-III, SSM-IV, and SSM-IX to raid Base 1 of CFO, as an attempt to assassinate the Dictator. The battle causes the death of 55% of the offensive forces, including the commander of SSM-I, three lieutenants of SSM-III, the captain and two lieutenants of SSM-IV, and two lieutenants of SSM-IX; CFO loses the First and Third Triumvirs.
- 2015: The alliance between CFO and the Church of the Broken God ends. SCP-066-IT is made.
- 2017: The involvement of CFO in the events related to SCP-028-IT is confirmed.
