The affiliated groups are determined to make their efforts to ensure the peace and security of the State of Japan and its people from paranormal beings and organizations.
Accordingly, the affiliated groups and the State of Japan hereby conclude the Japanese Anomalous Groups Peace and Amity Treaty.

Japanese Anomalous Groups Peace and Amity Treaty Organization is a Group-of-Interest established on the legal basis of a treaty of the same name signed by the Foundation and the Global Occult Coalition with the Government of Japan in 1959. It is composed of personnel contributed by the Foundation, the Global Occult Coalition, and the Government of Japan, although its size and influence are not significant.

Japanese Anomalous Groups Peace and Amity Treaty Organization (JAGPATO) is a peace organization formed by the Foundation, the Global Occult Coalition, and the Government of Japan. More than half a century after its establishment, almost all anomalous groups officially authorized to operate in Japan are now its affiliates. Their mission is to prevent conflicts among these groups and thereby maintain order and peace in Japan. The Foundation has transferred nearly 400 personnel to JAGPATO to engage in its operations and information-gathering activities.

JAGPATO's budget is funded by contributions from its affiliated groups, the majority of which are covered by the Foundation and the Global Occult Coalition. Because of these circumstances and the history of its establishment, the Foundation is one of the most influential members of JAGPATO. However, the Global Occult Coalition is almost equally influential and in many cases opposes the Foundation's standpoints. As such, attempts to intervene politically in the Government of Japan through JAGPATO have not always been successful.

The Government of Japan has a remarkably weak voice within JAGPATO, partly due to their own nature. While the Japanese government has a single representative office, it is crowded with a number of Groups-of-Interest; several groups — such as the Special Affairs Investigation Bureau of National Police Agency and the Japan Self-Defense Forces' Counter-Anomaly Unit — are vying for control over it, rendering it not a monolithic entity. The Foundation and the Global Occult Coalition remain vigilant of the Japanese government and have veto power over their demands.

JAGPATO has multiple internal divisions, of which the Defense Program Committee is the most empowered, where the Foundation, the Global Occult Coalition, and the Japanese government send their representatives as committee members to discuss security-related matters between the affiliated groups. Any sanctions or restrictions imposed by JAGPATO are discussed in this committee; its upper body, the Japanese Anomalous Groups Administrative Board, only endorses them.

The Japan Anomaly Reporting is a library owned by JAGPATO. It contains information on anomalies under the custody of the Japanese government as well as those transferred from one group to another, and is shared among the affiliates. However, the information is not always accurate and is sometimes used as material for information warfare.

The Court of Arbitration is a division responsible for one of JAGPATO's main tasks: conciliation. Its scope ranges from accidental combats between groups to disputes over who is responsible for dealing with anomalies. The Foundation's Intelligence Agency considers the reporting of incidents to JAGPATO as a type of information leakage, and basically does not welcome it. Occasionally, the Global Occult Coalition and the Japanese government have deliberately resorted to filing cases with JAGPATO when the situation was unfavorable to them. The Foundation has also used the same tactic and achieved several wins.

At present, the Foundation considers JAGPATO a necessary evil and is willing to continue its existence. While the Global Occult Coalition has expressed a similar stance, their political maneuvering is increasingly active.

Attempts to expand the Foundation's influence are to continue.

JAGPATO Internal Divisions

Japanese Anomalous Groups Administrative Board

The Japanese Anomalous Groups Administrative Board is the highest decision-making body of JAGPATO. The Foundation's External Affairs Director, the GOC's PSYCHE Division General Superintendent, and the Japanese Minister of State for Special Missions (who oversees paranormal-related policies in the Japanese government) meet regularly to discuss various issues in the anomalous world. With no real authority, the Board only endorses the decisions of its subdivisions on matters such as sanctions.

Liaison Office

Responsible for the overall coordination of all committees and divisions, the Liaison Office reviews and prepares all documents submitted to JAGPATO, and communicates with the two major member groups; essentially, it is the umbrella structure for the whole civilian divisions of JAGPATO. The highest decision-making body of JAGPATO as a framework including its affiliated groups is the Administrative Board, while its substantive authority rests with the Defense Program Committee. Decisions of the Liaison Office, however, occasionally ripple throughout the organization.

Defense Program Committee

This committee deals with armed sanctions, inspections, conflict prevention, and defense cooperation among the member groups. It has the greatest authority among the internal divisions in order to comprehensively address security-related matters, and is the most important division within JAGPATO, taking command of joint forces in the event that they are established by JAGPATO member groups.

Economic Coordination Committee

This committee is responsible for policies related to the front companies of both the Foundation and the GOC, as well as the paranormal industrial field; its main focus is on trade control and economic sanctions. It is in charge of regulatory and licensing administration for paranormal businesses in Japan, has a monitoring section for transactions with Groups-of-Interest (also responsible for white list management), and addresses other issues such as the introduction of anomalous substances from overseas.

Social and Cultural Committee

Among the discussions on threats to the Veil Protocol, this committee deals with those that are non-military in nature. As an example, press control is under the purview of the Social and Cultural Committee. When the situation develops into matters such as the concealment of combat operations, these are usually brought before the Defense Program Committee. The protection of paranormal culture in Japan is also a major subject dealt with by this committee.

Japan Anomaly Reporting Management Council

This division is tasked with managing the "Japan Anomaly Reporting," a library of information on anomalies held by each JAGPATO member group; the member groups can cross-reference the information by submitting disclosure requests to the Council. It should be noted that the Council does not guarantee the reliability of each specific information.

Court of Arbitration

This division is responsible for dispute resolution in JAGPATO, where conciliation deliberations are conducted in a single instance, with a retrial system. It is divided into two courts: the Small Court dealing with several specialized issues, and the Large Court dealing with major cases. Judges are randomly selected from each group to ensure fairness.
