Overview

Koigarezaki is a pocket dimension (Hereafter referred to as ‘dimension’), which is thought to be accessible from an unknown entry point somewhere within Shizuoka prefecture, as well as the general term for a collective of anomalous communities that simultaneously occupy this dimension.

The dimension is composed of “a single ocean surrounding a single archipelago”. Residents of the dimension mainly live on these islands, calling the archipelago “Koigarezaki”, and the ocean surrounding them “Koigarekai”. This dimension has a further anomaly, mentioned in several documents as “a place with no mornings or daytime, only experiencing dusks and nights on repeat.”, and it is known that a unique ecosystem, influenced by the special climate and environment, has developed. However, most details regarding this dimension, such as reports of the discovery of icebergs in faraway waters, remain unclear.

No attempt to enter this dimension has been successful thus far. This is due to the obstruction of its residents, who are hostile against, dislike, or otherwise avoid paranormal investigation organizations. This hostility is believed to be due to a majority of the residents being ex-members of different Groups of Interest, who have left due to different reasons, such as exile or retirement.

Due to this hostile sentiment, several child abductions have been carried out by residents of Koigarezaki. Koigarezaki actively promotes child abduction under the guise of “Child protection from paranormal organizations”, with many of the children placed in environments that fall into the following categories:

Possess anomalous traits
Relatives of Persons of Interest
Kidnapped or raised by Groups of Interest

Abducted children will be raised inside Koigarezaki. Due to the hostility, a majority of Koigarezaki residents support childcare under the guise of “educating children in a way of life that doesn’t involve supernatural organizations or anomalous items.”, a policy that is supported both internally and externally.

However, contrary to the policy, records obtained show that children abducted and raised in Koigarezaki have a greater tendency of participating in anomalous communities. This is believed to be due to the nature of Koigarezaki as a community, where children grow under the influence of multiple Groups of Interest, or due to the lack of educational knowledge among the residents of Koigarezaki, as children are raised by anomalous items.

Since its discovery in 1912, Koigarezaki has claimed that it has independent sovereignty from Japan. This claim has not been recognized by the government of Japan, and Koigarezaki should be treated as a criminal organization illegally occupying Japanese land. However, the difficulty of developing two-way interconnectivity difficults the control the government of Japan has over Koigarezaki, making it an extraterritorial area. For this same reason, it would be difficult to expand the Anomalous Research Division’s influence into the area.

The activities of the Anomalous Research Division within Koigarezaki are to compile lists on the permanent and temporary residents of Koigarezaki, as well as investigate and document the activities of its residents outside of this dimension. Alongside this, the Anomalous Research Division is to research entry methods, as well as continue searching for already existing entries into the dimension.

Discovery

From 1912 onwards, multiple reports were made regarding malicious newspaper sales, mainly within the city of Tokyo. The contents of the complaints were as follows.

An eccentric-looking man with a perm was blackmailing the person, putting newspapers displaying domestic scandals on their doorstep, exclaiming that “if you don’t buy this from us, we’ll go sell this story all over.”

Initially, it was believed that this event was being caused by a non-anomalous newspaper company. However, similar looking men were also reported in Osaka and Nagoya, prompting an investigation into the group “Daily Koigarezaki”, as described in the newspaper.

Thus, the movement of this man through distant locations in a short amount of time led us to believe there was movement between dimensions, or the involvement of an anomalous entity. An investigation launched determined the periodicity of the incidents, as well as noticed that the typeface used on the newspapers was the same as the one used by the Shizuoka Minyu Shimbun, a local newspaper from Shizuoka prefecture, which led the Tokyo Metropolitan Police, the organization in charge of the Special Affairs Division at the time, to believe that “A person or organization is illegally using equipment from the Shizuoka Minyu Shimbun, in Shizuoka prefecture, to print their own newspaper, Daily Koigarezaki.”

Based on this hypothesis, the facility was raided with the help of the Shizuoka Minyu Shimbun, and about 15 members of the Daily Koigarezaki were found. The investigators were successful in capturing 7 of the members, with the rest escaping into the pocket dimension, this being the first time Koigarezaki was recognized. The following three months had no reports of activity from Daily Koigarezaki, but it was later confirmed that they had continued on, albeit on a much smaller scale than before the incident. It is also reported that the newspaper’s contents had changed to be mainly critical of public institutions.

Response

Since the previously mentioned incident, the Anomalous Research Division’s duty within Koigarezaki has been investigating entries into the dimension, as well as securing its residents. In recent years, “Koigarezaki Shimbun”, a Group of Interest believed to be based in this dimension, has been uploading information onto the internet, with the Special Affairs Division using these articles as its main source of information.

Many of the residents are difficult to secure as, while not posing any threat, have anomalous abilities that aid in their escape, or possess anomalous fighting capabilities. Thus, the securing must be accompanied by an investigator with special abilities.³

Currently, the Group of Interest with the highest potential of intervening with the investigation is the Foundation. While the Coalition has lower the threat level believed to be posed by Koigarezaki, the Foundation is willing to claim the Koigarezaki Shimbun is a threat against normalcy. This is due to the Koigarezaki’s hostile actions against the Foundation, such as raid committed against its facilities. However, the Foundation is currently only monitoring Koigarezaki, and intervention is deemed to be unlikely.

Furthermore, there is no information on any successful entry into Koigarezaki from the Foundation or the Coalition, which leads us to believe there is no difference in information received between these two organizations, and the Anomalous Research Division.

Event number: H01-014	Event classification: Grade I, Class 3. (Paranatural Phenomenon/Vanished)	Inquiry status: Unsolved
Event summary: Abduction	Mutiple kidnappings by a man calling himself “High-Speed Child Rescuer Pediatrix Silver”. It’s known that Katakura Ginya was active usingthe same name. The kidnapped children were the eldest son of known millionaire Yokoyama Tatsuo, and the children of other affluent people, which led us to believe the kidnappings were for ransom. However, no ransom or other similar demand was made, and the cae remains unsolved.

Event number: H05-065	Event classification: Non-anomalous	Inquiry status: Solved
Event summary: Smuggling	Home appliances imported to various Southeast Asian countries from the dimension by a group calling itself Koigarezaki Commercial Affairs. Investigators received a report of shady people gathering at the Shizuoka Port, and secured all Koigarezaki Commercial Affairs members who were dealing with a non-anomalous local smuggling operation. Most of the appliances were sold over a decade ago, and no more information was acquired regarding its acquisition other than “you can gather as much junk as you want in Koigarezaki.”

Event number: H14-199	Event classification: Grade I, Class 3. (Paranatural Phenomenon/Vanished)	Inquiry status: Unsolved
Event summary: Mysterious radio wave	Mysterious radio waves were detected in the area of Omaezaki, Shizuoka prefecture. The contents of the waves were an information appeal from Koigarezaki Shimbun with an unknown organization, hinting that there would be “pen retaliation” if the appeal was refused. The waves repeated three times, then was interrupted on the fourth time, and was not observed again. The cause of this phenomenon is not known.

Event number: H18-128	Event classification: Non-anomalous	Inquiry status: Unsolved
Event summary: Anomalous item distribution	A seed sample labeled ”Endemic to Koigarezaki” was found in an abandoned JOICL facility.⁷ Scientific investigation from the Anomalous Crime Laboratory grew at an abnormal speed, damaging a portion of the facility. The item was then delivered to the Foundation as per regulations.

Event number: H23-143	Event classification: Non-anomalous	Inquiry status: Unsolved
Event summary: Property damage	The incident occurred while following a”ferryman” who is referenced on multiple occasions when investigating methods of entry into Koigarezaki. The individual struck and damaged a stuffed frilled shark on display at the Numazu Deep Sea Aquarium. When the investigators approached the ferryman to secure them, they escaped through the use of anomalous strength. The damaged taxidermy specimen was substituted.

Event number: H30-077	Event classification: Non-anomalous	Inquiry status: Solved
Event summary: Meeting of multiple GoI members	A number of GoI members gathered at ███, Shimizu City, Shizuoka prefecture, at the request of Koigarezaki. The Anomalous Research Division obtained this information from an article on the Koigarezaki Shimbun and, under suspicions of rioting and assembling with dangerous weapons,⁸ a mixed force of members from the Anomalous Abilities Department of the Special Affairs Division and members from the Shizuoka Prefectural Police’s Anti-Piracy Special Assault Team (APSAT) conducted an operation in order to detain the members that had gathered at that location. As a result, 17 people were successfully detained, including several former members of the Group of Interest “Arimura-gumi”.

Event number: R01-043	Event classification: Non-anomalous	Inquiry status: Unsolved
Event summary: Illegal listening	It’s discovered that radio broadcasting of the Japan Broadcasting Corporation (NHK) can be received in this dimension. No Koigarezaki resident paid their subscription fees, and were found to be in violation of their reception contract duty under article 64 of the Broadcast Act.
