Overview
Tōno Yōkai Sanctuary is a pocket dimension (Hereafter referred to as ‘dimension’), which is thought to be accessible from an unknown number of entry points scattered throughout the Tōhoku region, as well as the name for the local government located within this dimension.
Entry into this dimension is controlled by several anomalous entities that occupy important administrative positions within the sanctuary. The main decision-making authority is the ward mayor, who issues residence permits. The current mayor, Isanagi Yabu, allows the JAGPATO to keep a non-Foundation, non-Coalition official to reside within the sanctuary. Since the establishment of the Samuto police substation in 1998, the allotment quota has been left to the Anomalous Area Management Department of the Anomalous Research Division, said quota remaining consistent regardless of future developments with JAGPATO.
Since its discovery in 1948, the authority of the sanctuary has been delegated to the government. Due to the difficulty of two-way connection, and the isolationist policy led by the mayor difficulting control by the Japanese government, the actual government is administrated by the ward office. Police activity is gathered by the mayor and autonomous organizations, disrupting the Special Affairs Division’s expansion of influence.
The activities of the Special Affairs Division within Tōno Yōkai Sanctuary includes the listing of permanent and temporary residents, the investigation of various cases, and the establishment of diplomatic activities through friendly contacts. Since 1998, officer Sasaki Yoshiharu, a special investigator belonging to the Special Affairs Division, serves as permanent head officer.
Discovery
Since 1945, a series of unexplained disappearances and mysterious phenomena had been reported in the (then known as) Miyamori village. At the time, it was thought that this was caused by the disruption of goods and displacement of villagers as part of a demobilization project. In 1948, an epidemiological investigation conducted in accordance with General Headquarters of the Allied Powers revealed an unusual event taking place, as many residents of the (then known as) Hanamaki village reported loss of memory accompanied by difficulty in recognizing nearby fields and mountains.
The increase of paranatural cases reported throughout the Tōhoku region, and the clear bias in the event spots led to the suspicion of an influx of supernatural beings, and the existence of an isolated dimension. Multiple attempts were made to determine an entry route, all of them unsuccessful. A hostile intervention by the Group of Interest “Gogyō-Kessha” was noted, pending JAGPATO arbitration.
The first entry occurred in 1962, following the discovery of an unusual document discovered while sorting through the belongings of Person of Interest "Yanagita Kunio" during his state’s liquidation. The ingress, based on procedures from the contractual documentation ”Kizen Memorandum”, led to conflict with local forces, and three investigators went missing. A diplomatic settlement was sought, and hostile actions finally ceased upon an agreement between the Special Affairs Division and the Ward mayor.
Response
Since the initial agreement in 1962, the Anomalous Research Division’s duties regarding Tōno Yōkai Sanctuary have revolved around quasi-friendly contact and passive concealment. The Anomalous Research Division, as well as the Special Affairs Division have formed a group within the police departments of Tōno, Hanamaki, and Ōshū in Iwate prefecture, working together to document and conceal the unusual phenomena within the region. Activities of the Foundation and the Coalition within the area are to be monitored, and concealment efforts are to fluctuate priority depending on changes in their activities.
When anomalous events or anomalous entities appear at the edges of the pocket dimension, investigators with experience in dealing with paranormal entities will be dispatched. The investigator should reference the 1996 Agreement Document-31 Guidelines, and attempt to communicate at a distance with the confirmed anomalous entity. Upon successful communication, and confirmation of belonging to the sanctuary, the investigator will be able to assist in the escort to the dimension, as long as the investigator’s physical and mental health hasn’t been jeopardized.。
The potential of intervention by the Foundation or the Coalition is minimal. In order to maintain local dominance of information over both organizations, the insertion of special assets within can be approved at the discretion of local management. In the case of an imbalance in delegated forces due to a potential full-scale intervention by either organization is confirmed, the investigator is to prioritize their own safety.

Activity: Manages service schedule of the “Neo-Galactic Railroad”, organizes all kinds of events, manages and administrates the Galactic Railroad station, promotes the Neo-Galactic Railroad extension plan. Activities are mainly observed within the Neo-Galactic Railroad and the Īhatōv Wards. It must be noted that robbery of dried bonito, nuppe flesh, and lamp oil is customary and tacitly approved. Because similar actions to first-time residents has led to a decrease in immigration, entry into Mayohiga has been prohibited indefinitely.
Name: Old Lady of Samuto
Physical traits: Mammalian — Probably human, Asian, Female
Anomalous traits: Long-lived, Limited weather control
Activity: Landowner, house renter, field renter, and moneylender for the entire Samuto region. It possesses a general ownership system of the land, probably tied to some kind of indigenous belief. As a landowner of the Samuto region, one must be very careful when dealing with her. See Event Record H18-126 for previously attempted seizure.
Name: Ōnanushi
Physical traits: Fish, Catfish
Anomalous traits: Telepathy, Telekinesis, Control over river topography
Activity: Unclear. Probably conducts extensive activity within the Kappa Pool. Multiple commendations awards for rescue operation during flood events remain at the Ward Office. Residents’ knowledge is limited; further research is needed.
Name: Ms. Mary
Physical traits: Unknown — Possibly humanoid, Female, Conceptual
Anomalous traits: Teleportation, Radio wave manipulation, Significant external modification
Activity: Ward’s Extraordinary Advisor for IT Promotion, temporary lecturer at the Contemporary Studies Tutoring Center. Central player in the ward’s modernization policy, and confirmed to be active in Samuto, and emerging anomalous neighborhoods. Exhibits mild anthropophobia, and should be approached with caution.
Note:Anomalous entities showing similarities have been recorded in the East Asia region. Foundation’s response to inquiry is pending.

Activity: Member of the Civil Guards and the Veterans' Association. As a charcoal maker, she is tasked with controlling and preventing the expansion of the anti-air bamboo spear forest, and supplying bamboo charcoal to Samuto. She’s been a resident of the Tōno Yōkai Sanctuary since its establishment, and due to historical reasons, she’s suspected of having been member of the defunct Group of Interest "IJAMEA". Future questioning is planned.

Activity: Special Affairs Division head officer. First representative of the Samuto Substation of the Tōno Police Station, Iwate Prefectural Police, established on August 17, 1998. Believed to be a subject for the “Kizen memorandum” descendant entry stipulation.
Note: Only individual belonging to a normalcy preservation organization allowed to remain at the Tōno Yōkai Sanctuary, and is require to participate in scheduled counseling session due to the importance of his duties. In order to secure the influence of the Japanese government and the Anomalous Research Division, the transfer to a resident slot and appointment of a new officer has been passed to the Ward advisor, and is pending approval. However, the selection of a new officer has met with resident resistance, and must be addressed as soon as possible.
