SCP-1129 is a device manufactured by the Foundation in 19██ that prevents any enitites (alive or otherwise) from transporting into the current timeline by freezing the flow of their time.
Special Containment Procedures: SCP-1129 instances are to be set up at various points all around the globe as per the IS special committee's order. Most of the unused instances are kept in the special vault of Site-69's storage unit, the rest are spread between other Foundation branches. MTF C-180 ("Quiet Current") is tasked with investigating any incidents related to SCP-1129.
Description: SCP-1129 is a device manufactured by the Foundation in 19██ that prevents any enitites (alive or otherwise) from transporting into the current timeline by freezing the flow of their time. Whenever SCP-1129 activates, the coordinates of such an object are recorded and sent to the closest Foundation facility.
The effective area of a single SCP-1129 can reach up to 900 km2. That means that just a few of those devices are enough to cover most human settlements. Modified versions of SCP-1129 can affect areas up to ████ km2, but those models are used only in large unpopulated areas due to having negative side effects on humans.

SCP-1129 was developed to log manifestation coordinates of objects and entities only when they first appear and get neutralized. However, the first launch of the device led to 346 new entries being added to the database, ordered by the time of their appearance. That paradox, caused by unknown means, let us understand that SCP-1129 would stop functioning after 2057, but we didn't see the reason back then.
Years later, when SCP-1129 became widespread, it was decided to use MTF C-180 ("Quiet Current") to investigate all the coordinates recorded during the paradox. We were hoping to learn the reason for different things appearing here in the first place. During the first few weeks, we have discovered why SCP-1129 will stop functioning.
Investigation of a case in Moskovskaya Oblast found out that 24 D-Class personnel are to appear there. Those would later be confirmed to be active Site-7 employees. They would deliver a document signed by 5 actual O5 Council members and eight members that are believed to receive Overseer status in the future. The message composed by them is provided in the end of this attachment.
On the same day two MTF C-180 ("Quiet Current") operatives conducting an investigation in the vicinity of the same area were exposed to an unknown cognitohazard and were hospitalized. None of them were able to provide any meaningful comments after recovery.
