Special Containment Procedures: SCP-1642-JP is to be contained at an airtight containment cell with an airlock within Site-8103, and raised according to standard weasel husbandry procedures. A restricted area around the containment cell is set up, with no large animals or heavy machinery allowed within the area.

Environmental conditions, such as the temperature, humidity, and airflow of the cell, as well as SCP-1642-JP’s body temperature and heart rate are to be constantly monitored. If remarkable changes in environmental conditions or signs of high stress on SCP-1642-JP are observed, SCP-1642-JP’s favorite environmental noise is to be played, play equipment such as balls are to be provided, and, in extreme cases, sedative gas is to be sprayed within the cell in order to prevent aggressive episodes.

The ”Tōno Yōkai Sanctuary”1 is believed to have information that would be useful in establishing better containment procedures for SCP-1642-JP. As part of an initiative of the Department of External Affairs, efforts into reducing the tension between the Foundation and the sanctuary, in order to establish information channels, is underway.

Description: SCP-1642-JP is a four-legged anomalous entity. It has features of a carnivorous mammal, especially those of the Mustelidae family, but no known species perfectly matches its morphological features. Its length varies, but it’s believed to reach no more than 3 meters. SCP-1642-JP has the ability to de-solidify and fluidize its own body, as well as control the atmospheric pressure and airflow around itself.

SCP-1642-JP shows great hostility towards large animals such as cows and horses, as well as moving machinery, such as passenger cars. Usually, proximity with these targets triggers aggressive actions that utilize the abilities previously mentioned.

SCP-1642-JP was discovered when a series of inexplicable one-car accidents at the Kamaishi expressway came to the Foundation’s attention. For the circumstances behind its containment, please refer to addendum 3.


Addendum 1: Historical documentation

An entity similar to SCP-1642-JP has been identified as part of Japanese folklore. Descriptions of an anomalous entity identical to SCP-1642 from several internal sources have been collected and documented by the Department Of Mythology And Folkloristics.

Below is an excerpt from the exemplary text “Togi Bōko”.

Excerpt


In the provinces of Owari, Mino, Suruga, Tōtōmi, and Mikawa, it is known with the name of Daibakaze. And as some of the villagers ride their horses, and some of the villagers push their horses, a whirlwind rises, and the dust kicks up and is thrown in front of the horses, such that it appears as though a cartwheel is turning. Gradually, the whirlwind grows in strength until it sweeps over the horses, and their manes stand upright, and a red light will shine through its mane, a light like a thin thread, and the horse will stand on its hind legs, and shriek, and fall to the ground, dead. The wind then vanishes, leaving nothing behind. No one knows who does this. If you are to be caught up in the whirlwind, unsheathe your blade, recite the Mantra of Light, and it shall dissipate, leaving your horse unhurt. This is what is known as the Daibakaze.


Modern translation


In the provinces of Owari, Mino, Suruga, Tōtōmi, and Mikawa (modern day Aichi, Gifu, and Shizuoka prefecture), there is a phenomenon known as Daibakaze. When a villagers rides or pulls a horse, a whirlwind arises, whirling up sand and moving in front of the horse. It acts as though cartwheels are turning. As the whirlwind grows in power, it overtakes the horse, rising their manes as a red light shines through it, like a thin thread. Then the horse stands on its hind legs, neighs, falls down, and dies. Then, the whirlwind disappears without a trace. No one knows what entity causes this. When the whirlwind covers the horse, if you draw your sword, and chant the Mantra of Light as you dust off the horse’s mane, the wind will disappear and the horse will be safe. This is the phenomenon called Daibakaze.

The “Togi Bōko” quoted above is a kanazōshi2 written by the writer and monk Asai Ryōi in 1666. Most of the contents of this book is considered creative writing, consisting of Chinese ghost stories translated and transposed to Japan as the setting. On the other hand, it should be noted that the characteristics here are consistent with the information gathered by the Shūshū-In3, as shown in addendum 2.4


Addendum 2: Historical background

SCP-1642-JP was first confirmed to exist in 1667 by the Shūshū-In, and for over 200 years, there were intermittent attempts on their part to cover-up and contain the anomaly. In 1888, SCP-1642-JP was successfully contained by the Shūshū-In, having been put in an inert state through the use of occult techniques, and housed at a religious facility in Gifu prefecture. Later, during World War II, records show SCP-1642-JP was placed into IJAMEA’s5 Special Autonomous Battalion (Known as the Yōkai Battalion), used as part of its military might.

Below are excerpts from material the Foundation inherited from the Shūshū-In.

TsujikazeCollected Item Memorandum Catalog #0910

Captured on Kanbun 7.6 Discovered by research officer Ōeyama Yajirō. As horses continued to die mysteriously on the road from Mino province to Mikawa province, a group of research officers and gate guardians were sent to capture it. Difficult to catch due to its elusiveness, and difficult to collect due to its swiftness and toughness.

Great weasel that turns its body into a whirlwind. Thought to be a greater variant of the kamaitachi. For more information on the kamaitachi, refer to Collected Item Memorandum Catalog #0331. Differs from the kamaitachi in that it is about 10 shaku7 tall, does not possess sickles, and cannot understand human language. Furthermore, while the kamaitachi attacks humans, the tsujikaze attacks horses and cattle, consuming their life force, and causing their deaths. At times, stranger behavior is observed, such as wind entering through the nose, and exiting through the anus. There is also an oral tradition that says the reciting of the Mantra of Light will cause it to retreat.

Addition on Enpō 8.8 The agency advances research to perfect collecting methods, but intervention by the Gogyō-Kessha9 makes it difficult. The association is bent on killing the tsujikaze, and is using onmyōdō to divine its location. They too seem to struggle with the swiftness and toughness of the weasel. Our conclusion was that we would require a manner to stop the weasel’s movement, and a technique that could seal it while the chase was still ongoing, and thus it was decided that technology would have to progress before the collection were to take place. From then on, the person in charge would have to gather information while covering it up.

Succeeded collection in 1887. The previous year, there had been a string of unexplained damage done to carts of the newly extended government railroad, the Tōkaidō line, between the areas of Atsuta and Ōgaki. After receiving an urgent consultation from the government’s Director of the Railway Board, Inoue Masaru, an investigation was conducted, and it was determined that the damage had been caused by the tsujikaze. It is assumed that they respond to all large moving vehicles, not only to cattle and horses.

Following discussions, a joint collecting operation was formed under the guise of providing information to the IJAMEA, which had been established this same year, and was mainly led by the agency. During the operation, several sorcerers of the agency boarded a freight van pulled by a train, and attempted to seal the tsujikaze as it attacked. They set up camp inside the vehicle, and completed the rite while keeping pace with the weasel. The operation was a success, and the tsujikaze was placed under the management of the agency.

Addition on 1939. Following requisition by the IJAMEA, tsujikaze left our management. According to an envoy, it is intended to join the Special Autonomous Battalion (Yōkai Battalion), and serve as an anti-cavalry and anti-tank weapon in the continental front. We could not imagine how it would be to train the weasel to follow commands, but the envoy seemed confident.

It’s not known where SCP-1642-JP was located in between the end of the war, when IJAMEA was disbanded, and when it was discovered by the Foundation. Information provided by the Tōno Yōkai Sanctuary shows that just before the end of the war, in 1945, SCP-1642-JP escaped IJAMEA’s control, and moved into the sanctuary alongside many other anomalous entities, being under the management of the Samuto-gou Yōkai Protection Center. See addendum 3 for details.


Addendum 3: Securing operation

A few hours after the Foundation discovered SCP-1642-JP, we were contacted by the Ward Office Foreign Affairs Division of the GoI “Tōno Yōkai Sanctuary”. The sanctuary was approached in order to provide further information and cooperate in the securing operation, as well as information regarding SCP-1642-JP being identical to Collected Item No. 0910. A paranormal community negotiator from the Department of External Affairs, Agent Makitani was assigned to this duty.

Agt. Makitani: As it was proposed, I have contacted a task force skilled in vehicular operations. This is “Top Gear Full Throttle”.

Agt. Arihara: A pleasure.

[Agt. Arihara holds out his hand. Kamaitachi attempts to shake it, but fails due to their height, Kizu shaking it instead.]

Kizu: Thank you. A pleasure to meet you too.

Agt. Akagawa: However, why are we here? While-driving containment?

Kizu: Something like that. Wasn’t in the agency’s records? Last time it was by railroad  

Agt. Makitani: Apologies. Our department is excellent, but I had no time to share the material with them yesterday. It’s available right here.

[Agt. Makitani displays a digital document on the monitor.]

Agt. Arihara: I see, so… Running alongside it. Any other methods?

Agt. Makitani: 8103’s containment specialist has deemed it the quickest and most cost-effective option.

Agt. Arihara: Got it. But we still need more information. Why did it flee the sanctuary in the first place?

Kizu: Well, that’s… That’s kind of  

Kamaitachi: Kizu, there is no point in deceiving them, or ourselves. It was our fault.

Agt. Makitani: How so?

Kizu: I’ll explain from the beginning. To the west of the sanctuary are the Īhatōv Wards, which is home to the station to the Galactic Railroad, also known as the “flying locomotive”.

[Kizu shows part of the map on the monitor.]

Kizu: I had an IT advisor from the government make this. Well, this is the positioning, and for the sake of the Daibakaze, the station had promised not to fly east. However, due to some sort of mistake, the train came over the mountain. We had the misfortune that they were out and about for exercise, and as you would guess, they chased after the train, into the outside world.

Agt. Kariya: Did you let them out like that? The Foundation would never do something like that.

Kizu: They are calm, as long as neither cattle, nor horses, nor vehicles are present. It’s true; trust me on this.

Agt. Makitani: SCP-1642-JP is believed to be hiding near the Kamaishi expressway. Unfortunately, this situation involves cars.

Agt. Arihara: That’s gonna require a swift containment plan. Tell me about the details.

Kamaitachi: The idea is to use a truck as decoy, and have them jump into the back of the truck. A horse will be placed at the back of this truck. Once we enter the sanctuary, he’ll be confused and will lash out, and you’ll be guided by an oboroguruma car. I think this could work.

Agt. Arihara: Sounds difficult, but not impossible. Most of the accidents happen past the Towa interchange, so assuming we make contact, before entering the Akabe tunnel  

Agt. Akagawa: We’ll fill the details of the route on a map later on. How’s the equipment?

Agt. Makitani: The Department of Logistics provided us with trucks equipped with containment chambers made for object transport. The roof rack is being remodeled to be airtight.

Agt. Kariya: Great. Any other concern?

Kizu: The Gogyō-Kessha.

Agt. Makitani: The Yin-Yang group?

Kizu: Yeah. They’ll definitely come once they realize the daibakaze has left the ward. Be very careful.

Agt. Arihara: What do we need to counter them?

Kamaitachi: They seem to have a thing for the old ways. Would be nice to have countermeasures against old onmyōdō techniques.

Agt. Makitani: I’ll contact the Department of Occultism. Also, I asked the Archival Department to search through the agency’s material.

Kizu: I also have friends who prefer to do things the old way   Aight, we’ll gather information on our side as well.

Agt. Makitani: Alright, let’s take a break, and we’ll contact each other later. After that, Arihara will take the lead in working out the details of the operation.

Agt. Arihara: Understood.

Before the operation, Kamaitachi puts on the small tactical equipment they’ve been provided.

The following is a record of “Operation Double Dash”, and operation made to secure SCP-1642-JP, conducted from the night of 2020/██/██ to the early morning of 2020/██/██. The operation was conducted by closing a section of the Kamaishi expressway, from the Hanamaki junction to the Tōno Sumida interchange, a distance of about 40km. The operation was conducted by four people: 3 member of MTFわ-6, and Kamaitachi, a staff member of the Protection Center.

For the operation, a special truck was provided by the Department of Logistics, and the rear rack was converted into an airtight containment chamber by specialists of Site-8103’s Department of Engineering Technology. To lure the object into the rear, a horse dummy was built, further coated with a solution containing horse body odor components. As a countermeasure against possible involvement by the Gogyō-Kessha, the Department of Occultism provided a pistol and non-lethal ammunition that temporarily disrupts the target’s occult potential.

[The following is the transcript of the truck’s camera footage as well as conversation recordings of the four team members. Calls could be made between vehicles through each person’s headsets.]

[For 26 minutes, the vehicles drive side by side on the Kamaishi expressway, which has one lane per direction, and no median strip, with the truck on the left, and the support vehicle on the right. They maintain a speed of about 20km/h.]

Agt. Akagawa: This slow on a highway… Isn’t it about time the skip comes over?

Agt. Arihara: You feel like driving instead?

Agt. Akagawa: No, you have a better driving technique than me… But I am afraid that we’re not gonna be able to change lanes with this rain. How anomalous is the target  

Kamaitachi: Daibakaze- No, SCP-1642-JP is just one yōkai. It can change into wind, but it can’t cause a typhoon. This car   If we didn’t know about them, we woulda been wrecked, but we do, so.

Agt. Kariya: They’re not gonna blow us up or shoot lasers at us.

Kamaitachi: Yup. That’s right.

Agt. Arihara: That “becoming wind” thing can also be detected thanks to Kamaitachi here. [Silence for 6 seconds] Did you hear that just now?

[The truck’s camera records intermittent explosions.]

Agt. Kariya: The rain’s terrible, but that has to be an explosion. Target’s  

Kamaitachi: He doesn’t have that kind of power! I haven’t even felt the air currents change!

Agt. Arihara: Call Operations immediately.

Agt. Akagawa: ….. Can’t get through. It was working just fine ‘til now.

Agt. Arihara: Kariya, speed up. And check the back of the car.

[The two accelerate to about 50km/h. The cause of the explosion could not be captured by the camera due to low visibility caused by the wind and the rain.]

Agt. Kariya: The rain and the curves make it hard to see! In 200 meters we should have a clear view through the mountains!

[The camera momentarily shows an arrow. The arrow explodes on impact, destroying the live road camera.]

Agt. Akagawa: Horses! They’re coming after us on horses!

Agt. Kariya: Horses?

Agt. Akagawa: There’s… Two, three- Five horsemen!

[An arrow fired by the head of the cavalry group impacts about 10 meters behind the truck, causing an explosion.]

Agt. Arihara: No way, they’re from the Gogyō-Kessha!

Kamaitachi: What are they, dog archers?!13 They-[Feed cuts off due to an explosion] They’re shooting explosive arrows at us!14

Agt. Arihara: Aim can’t be good under this rain! Shake them off!

Agt. Kariya: [Swearing as explosions continued nearby.] Roger!

[The two vehicles accelerate to 90km/h, evading the explosive arrows. At the same time, the Gogyō-Kessha cavalry continues galloping at the same speed.]

Agt. Akagawa: Still can’t contact them… We’re gonna have to ask them directly at the Esashi Tase interchange… Fuck, they’re fast!

Kamaitachi: That shape… Twisting and turning, the strike on the arrow’s back, they’re accelerating as if propelled by some blessed arrow!

Agt. Arihara: Their attacks are less frequent. The interchange is 7 kilometers, so it should take five minutes to  

Kamaitachi: Wind behind us! It’s here!

[One of the cavalrymen at the back suddenly falls over. A red light can be seen right before they topple.]

Agt. Kariya: It really is!

Kamaitachi: Yes, the Daibakaze!

[SCP-1642-JP matterializes in the shape of a weasel roughly 2 meters in length. The remaining 4 cavalrymen spread out, aiming their bows at the entity.]

Agt. Arihara: They’re distracted! Let’s get rid of them while we can!

[The cavalrymen shoot arrows at SCP-1642-JP, but SCP-1642-JP dematerializes, avoiding them.]

Agt. Akagawa: Roger!

[Agt. Akagawa leans half their body outside the car, and fire six pistol shots. Bullet grazes a rider, but does not neutralize them.]

Agt. Akagawa:Let’s try that again  

[Arrows are fired at Agt. Akagawa.]

Kamaitachi: Careful!

[Kamaitachi momentarily disappears from the support vehicle, and reappears hanging from the truck’s window. An arrow aimed at Agt. Akagawa unnaturally changes trajectory.]

Agt. Akagawa: Fuck… You save me.

Kamaitachi: [While wriggling, trying to enter the vehicle.] I can get back on my own; you focus on driving.

[SCP-1642-JP incapacitates two riders as they’re distracted by the operation team, rematerializing. Body length increases to about 3 meters, and loudly howls at the support vehicle.]

Agt. Kariya: It’s coming this way!

Agt. Arihara: Go as fast as you can! And release the rear door!

Agt. Akagawa: Roger! Releasing door!

[The rear door of the truck opens, revealing the dummy horse. The support vehicle rapidly accelerates, avoiding one arrow, but failing to avoid another.]

Agt. Akagawa: Hey! This way, skip!

[SCP-1642-JP greatly reacts to the horse dummy inside the truck.]

Kamaitachi: Won’t it be blown up?

Agt. Kariya: It’s effective  Akagawa hit them with the bullets!

Kamaitachi: Didn’t realize that a hastily made sealing bullet would be this effective  

[The cavalrymen of the Gogyō-Kessha, who had been hit with the bullets, rapidly stall, and the distance between parties greatly increases.]

Agt. Akagawa: It’s only temporary, though!

[SCP-1642-JP dematerializes, and the truck’s barometer begins rapidly increasing. Localized whirlwind forms around the horse dummy.]

Agt. Akagawa: Closing door!

[The rear door closes, and SCP-1642-JP is contained. The entity realizes it’s been captured, and tries to escape, but the airtight chamber only shakes slightly.]

Agt. Arihara: Success! We’ll keep driving through the tunnel! Once we’re on the other side, we’ll join with backup and exit towards the IC. There should be only one pursuer, and it will be difficult to cause any explosion inside the tunnel.

Agt. Kariya: The right rear side of the truck is  

[The remaining cavalryman drops his bow, and loudly blows a trumpet shell.]

Agt. Akagawa: Shut the hell  

Agt. Arihara:   Danger in front!

[13 Gogyō-Kessha members hiding on the berm inside Akabe tunnel fire volleys of arrows art the vehicles. Both windshields are cracked and destroyed, Arihara, Kariya, and Kamaitachi receiving minor cuts.]

Kamaitachi: Hiding in the damn tunnel  Glad they were not explosive, though!

Agt. Arihara: Running at full speed! Esashi Tase is just around the corner! 

Agt. Kariya: Suppressive fire!

[Agt. Kariya blindly fires from the back. The two vehicles drive through the tunnel at about 150km/h.]

Agt. Akagawa: One more minute and we’ll  

Kamaitachi: Gah!

[Nine more riders appear at the end of the tunnel. Immediately, Kamaitachi disappears from the truck’s seat, deflecting three arrows directly aimed at the vehicles. Kamaitachi rematerializes, hanging from the rear door handle of the truck. A large explosion occurs behind the vehicles, but no damage is received.]

Agt. Kariya: Kamaitachi, where are you?!

Kamaitachi: Hanging onto the back of the truck, but I ain’t falling off! [Emits an unknown, shriek-like sound into the back of the truck] Daibakaze’s fine too!

Agt. Arihara: We’ll keep going at this speed; don’t slow down!

Agt. Akagawa: Comms with Miyamori IC are back! They say Esashi Tase is not safe!

Agt. Arihara: Got it. Let’s drive to Miyamori then! There’s many tunnels along the way, so it should be hard for them to use the bombs!

Kamaitachi: Enemy reinforcements coming from the interchange! This isn’t looking good!

[Foundation personnel awaiting at the Esashi Tase IC were attacked, and had to evacuate. Three more riders join, for a total of 20 that hadn’t been hit by bullets, who begin firing arrows at the vehicles.]

Agt. Kariya: How do we  

Agt. Arihara: Khu  

[Three arrows explode mid-air, with the rest being caught in the air. The explosion does not reach the vehicle.]

Agt. Akagawa: What the hell?

Kamaitachi: So damn slow! But they’re here!

[Three people dressed in black arrive in motorcycles.15 More arrows fired at the vehicles are intercepted.]

Kamaitachi: The Mujin-Getsudō-Shū!16

Agt. Akagawa: Ninjas?

Agt. Kariya: What’s the meaning of this?

Kamaitachi: We called them! Ninjas have good relationships with the Tengu, and have connections with the Protection Center.

Agt. Arihara: Aight, so they’re allies, yeah? [Outputs audio into speaker] We’re headed to Miyamori! Requesting backup!

[A member of the Mujin-Getsudō-Shū, who appears to be the leader, gives a thumbs-up to the truck, which Agt. Arihara catches through the side mirror.]

[Cavalrymen of the Gogyō-Kessha are impeded from firing bomb arrows by members of the Mujin-Getsudō-Shū. Cavalrymen gradually slow down, and begin breaking formation, breaking away one by one.]

Agt. Akagawa: Alright, joining with backups in two minutes!

Agt. Kariya: Wait, what’s that?!

[The last remaining cavalryman drops his bow, and takes out a long spear.]

Agt. Akagawa: Where the hell did they keep that hidden? Don’t care if it’s a spear of any other  

[As soon as the spear is thrown, some sort of gas is ejected into it that makes it great accelerate.]

Kamaitachi: One more time  

[Kamaitachi attempts to dematerialize and change its trajectory. The spear slightly moves upward, but not enough to be evaded.]

Kamaitachi: [While spinning in midair] It’s too heavy!

Agt. Kariya: Just in time!

[Agt. Kariya shoots a special bullet at the rider, and the thrust of the spear dissipates. The spear falls 15 meters behind the vehicle, causing an explosion.]

Agt. Arihara: Kamaitachi  

[Kamaitachi continues spinning midair, but is now beginning to stabilize its position.]

Kamaitachi: Hehe, the weasel’s last wind, as they say. Where’s this  

[Kamaitachi lands on the bike of a Mujin-Getsudō-Shū rider.]

Kamaitachi:   I’m ok!

[The Foundation’s backup unit joins the group. The two vehicles slow down and enter the road exiting Kamishi expressway from the Miyamori IC.]

Agt. Akagawa: [To the backup unit] We’re done containing the entity, go help Esashi Tase! Mid-operation, we were attacked by the Gogyō-Kessha, and reinforcements  

[Three motorcycles of the Mujin-Getsudō-Shū are covered in leaves, and disappear.Kamaitachi, who was riding with them, disappears as well.]

Agt. Akagawa:   No no, I’ll cover that later when we review the recordings. Point is, containment is a success!

Note: Following the end of the operation, SCP-1642-JP was transferred to Site-8103, and initial containment procedures were established.


Two days after containment operation “Operation Double Dash” succeeded, two documents suddenly appeared at the entrance gate of Site-8103. One of the documents was an envelope with a statement on the entrusting of SCP-1642-JP’s managerial duties to the Foundation, as well as notes on containment, signed by “Tōno Yōkai Sanctuary mayor - Isanagi Yabu”.

The other document was written with black ink on calligraphy paper. The contents are the following:
