Appropriate cover stories must be applied in areas where SCP-2196-JP’s use has been confirmed. Amnestic procedures, containment of SCP-2196-JP, and clean-up duties must also be carried out.
Description: SCP-2196-JP is a variety of weapons, of which eight types are in containment. Internal and external structure is almost equal to that of non-anomalous counterparts, save save "MoLOr1" marks on their exterior, and internal parts painted in red and blue.
When SCP-2196-JP are used as intended, the original effect is not achieved2 and instead, paint, coloured paper or flags of all nations are ejected. The type and quantity of the released material depends on the type of SCP-2196-JP used. It’s been confirmed that the bullets and items originally meant to be released are substituted by these substances right before they are ejected. Furthermore, SCP-2196-JP users are convinced they are handling real weapons, and are aggressive in their use. As a result, they will continue to use them until a third party is involved, or until the raw material of their weapon is fully utilized, leaving a great quantity of the material released by SCP-2196-JP in the area.

SCP-2196-JP as an anomaly was first discovered in 2011, during a feud between the ██ and ███ groups in Tokyo, where large amounts of SCP-2196-JP-1 were left behind. The cover story “Drunken revelry” was circulated, and amnestic treatment, SCP-2196-JP containment, and area clean-up was carried out. Afterwards, an investigation was carried out based on information provided by Kenya Takashima, member of both the ██ group and MoLCo4, leading to a warehouse owned by both groups, containing 8 types of SCP-2196-JP instances. This also led to Tamochi Kimizawa, who is believed to have manufactured and sold the items.
Intel records: On June 19th, 2011, Tamochi Kimizawa was contacted, with the intent of sales, claiming Kenya Takashima had ‘introduced them’.

Agent Kishimine: So what exactly does the “Merchant of Life Organization” do?
Tamochi Kimizawa: As I’m sure you’ve heard in part by Mr. Takashima, our main goal is to erradicate war from this world. You might have heard of the term “Merchant of Death”. It’s good to understand it as us doing the exact opposite of them.
Agent Kishimine: But you do in fact sell weapons, no? I also heard from Mr. Takashima that he requested and purchases weapons that you manufactured.
Tamochi Kimizawa: Yes, that’s right. We need to grow in that direction in that direction as well, else we won’t have the funds to continue our operations. But worry not; there is nothing in the weapons we make that could start a war. The same is true for the weapons Mr. Takashima requested. So peaceful a view, to see ticker tape and paint scatter away, instead of blood. There is no trace of the smell of blood and strife here. We aim for a world like that, where no blood is spilt amid war.
Agent Kishimine: I see… Well, it would certainly be wonderful if it were to become true.
Tamochi Kimizawa: Indeed! So how about it? Would you like to become a member of MoLCo and help us see our goals realized? There’s no admission fee!
Agent Kishimine: So what kinds of activities is MoLCo involved in?
Tamochi Kimizawa: Haven’t you heard from Mr. Takashima? There are no set rules, although most of us distribute flyers and give lectures. Others, like Mr. Takashima, requests us to do this for them. You can do anything you’d like as long as it aligns with our activity policy.
Agent Kishimine: I see.

Addendum: A Foundation investigation conlcuded that SCP-2196-JP was used in a conflict in Malasya in 2013. The intervention by Foundation forces and a multinational UN force ended the conflict in about a month, and ████ instances of SCP-2196-JP were recovered from the conflict zone. At the time Foundation forces began intervening in the conflict, ███ SCP-2196-JP instances had already been used in combat, and the area surrounding ████ was pregnant with the strong smell of oil-based paint, with coloured tape and flags completely covering the ground. As a result, no person died of injuries caused by the conflict itself, but ██ people via coloured tape suffocation, and K████.O████, a 4-year old boy, died due to an allergic reaction to oil-based paint. Based on the situation at the scene, the primary cause of these damages was the use of a single SCP-2196-JP instance intended for a wide-area explosive attack.
The ████ area’s soil has been contaminated with paint, plastic, and toys meant for toddlers which have been scattered and have ended up buried. Decontamination work is being carried out by the Foundation, and is expected to be completed by fall of 2028.
