Special Containment Procedures
As per the Hudson River Accord, containment of SCP-2911-JP is under the joint control of the Foundation and the Global Occult Coalition. Buildings 5 and 6 of the World Trade Centre Complex (WTCC), have been assigned to the Foundation and designated Site-311. Hotlines are maintained 24 hours a day between the Horizon Initiative and Site-311.
To maintain the physical stability of the island of Manhattan, 6 sets of 12 House-Nicolas Theoplanar Vacuum Units1 are to be placed in permanent operation. No corporeal entity is allowed to enter WTCC airspace, as any two H-N units constantly discharge excess energy into the sky.
The North Tower of the former World Trade Center building (WTC 1) has been seismically braced and its perimeter will be kept sealed with bulkheads. The entire WTC 1 area is considered SCP-2911-JP-A. Civilian access to WTC 1 is prohibited, as is as contact with SCP-2911-JP-B. Instances of SCP-2911-JP-B leaving WTC 1 will be detained in the Secure Zone. If the entity is able to communicate and wishes to remain in the baseline reality, it will be granted a residency visa in accordance with the U.S. Constitution and international law.
Description
SCP-2911-JP is an anomalous dimension that arose following the collapse of approximately 3% of the surface of Manhattan Island from baseline reality. As of 2011, dimensional physics has not been able to explain the anomalous cut-off points.2 SCP-2911-JP receives a supply of high-density energy of unknown origin, which is similar to pure Akiva radiation when observed from outside the dimension, but 87% of it materializes inside SCP-2911-JP. It usually takes the form of water vapor, sulfur, base metals, vaporized low-grade alcohols, and blood of unknown organisms.
The portal established with SCP-2911-JP is referred to as SCP-2911-JP-A. A composite seal with concrete, lead, consecrated stained glass and a Scranton Reality Anchor is effective for semi-permanent closure of the portal.
An SCP-2911-JP-B instance.
The demonic entities within SCP-2911-JP are collectively referred to as SCP-2911-JP-B. SCP-2911-JP-B represent approximately 12 theological and cultural typologies, but generally resembles humans in appearance, with body parts replaced by some sort of energy oscillator.3 SCP-2911-JP-B possess low intelligence and are capable of limited manipulation of physical phenomena through thaumaturgy; instances of SCP-2911-JP-B quickly dissipate energy and become lethargic and inert outside SCP-2911-JP, but if offered a certain price and a contract is signed, their behavior can be controlled almost completely.
SCP-2911-JP arose in conjunction with the September 11, 2001 anomalous terrorist attack on the island of Manhattan, New York by the Chaos Insurgency. In the initial development of the incident, a thaumaturgic aircraft attack caused southern Manhattan Island to collapse into an unknown anomalous dimension, and an unspecified number of SCP-2911-JP-A were deployed over a wide area of New York City. By September 18, a joint task force consisting of the Foundation, the Coalition, the Horizon Initiative, and the U.S. Army restored all areas of Manhattan Island to baseline reality except the current area designated as SCP-2911-JP and drove instances of SCP-2911-JP-B out of the city. Addendum.2911-JP.1 > Background
Following the Persephone Event of 1998, the Foundation, Global Occult Coalition, Prometheus Group and the U.S. Government quickly established a quadripartite consultative anomaly assessment and reporting system for the North American continent; the Gulf of Mexico Agreement was signed as an expanded framework for the SUSEOCT5 and functioned as the exemplary model for preventing conflict throughout North America, where the special assets of the Foundation and the Coalition are concentrated, and the gradual elimination of the Veil Protocol.
Following the signing of Rambouillet Agreement under the supervision of the Global Occult Coalition in February 1999, the Chaos Insurgency has intensified its criticism of the signatory forces of the Gulf Agreement. Delta Command6 announced attacks through unspecified means, some of which were carried out, and by the end of 2000 a covert paranormal criminal network was believed to exist throughout Eastern Europe, the Middle East and Central Africa. The supply of dark money and military paratechnology increased rapidly in these regions, which generally led to an escalation of conflicts.
The UN Assembly Special Session on Paranormal Issues, which opened on September 1, 2001, met at UN Headquarters in New York to formulate a policy for dealing with these issues in light of the international situation in the three years following the 07/12 Incident. It is believed that the original targets of the Chaos Insurgency were high-level state officials attending the Special Session, executives of the Prometheus Group, state ambassadors from anomalous territories, parahuman rights activists, as well as D.C. al Fine, Undersecretariat General of the Global Occult Coalition.
Addendum.2911-JP.2 > Incident - 11th of September
On September 11, 2001, at approximately 8:20 a.m., five transcontinental airliners were hijacked by an unknown number of agents.7 Three of these planes were headed for New York. It is believed that Prometheus psychosynchronization devices were used to mind-control the crew.
At 8:46 a.m., the three planes reached Manhattan Island airspace. According to recordings made by chance by an amateur cameraman, the three planes flew in an aerodynamically unusual manner and their flight path remained airborne and bright red for more than ten minutes. An unknown thaumaturgic effect collapsed the reality of the entire island of Manhattan, allowing the Foundation and the Global Occult Coalition to become aware of the situation.

Due to initial confusion over the situation, the Foundation, the Global Occult Coalition, and the United States Air Force failed to interrupt the ritual that had formed over Manhattan Island. It is believed that the thaumaturgic interception of the Global Occult Coalition was partially successful and the terrorist group failed to enter the UN headquarters and changed its target. The entry of the passenger plane into the World Trade Center building occurred at 9:03am, and five minutes after entry, an area of approximately 4.5 km2 centered on the World Trade Center building collapsed into an anomalous dimension, starting a chain reaction of erosion of the surrounding space.
The Foundation's response was delayed due to disruptions caused by the loss of the main electrical circuit and radio interference on Manhattan Island. A temporary headquarters was established at Research and Containment Site-310 on Staten Island. Below are some of the records maintained by the Containment Committee.
The first edition of the report on the Extranormal Event was prepared before 3:00 p.m. and sent to the Foundation's North American Joint Command. Consequently, a Level 3 alert was issued for all East Coast Sites and reinforcement Task Forces were deployed.

Event Description: Formation of an impenetrable anomalous dimension in the south of the island of Manhattan and western Brooklyn, near Jersey City. Sharp decrease in Hume values and unusual increase in Akiva radiation levels in peripheral areas. Radio communications remain disrupted due to interference. Multiple spectral entities and unknown humanoid entities have emerged and are carrying out low-level sabotage. The population is in a state of panic and amnestics have been disseminated for sedative purposes. Red and dark brown gaseous entities are entering the city center and the anomalous dimension is rapidly expanding in the neighborhoods they enter. It is estimated that approximately 600,000 inhabitants have disappeared from the population of the expanding anomalous dimension.
Addendum.2911-JP.3 > Initial Containment - 12th of September
During the night of September 11 and early morning of September 12, the evacuation of civilians in the center of Manhattan Island was largely successful. In parallel with the sporadic recovery of evacuees, the Foundation and the Global Occult Coalition were responsible for coordination on the ground. Following the appearance of numerous instances of SCP-2911-JP-B, the southern part of Manhattan was abandoned and a defensive perimeter was established in Times Square.
A group of demon entities is gathering on 33rd Street. The cameras were destroyed shortly afterwards due to damage caused by the alternate reality.
A temporary command center for the Foundation Task Force was established on the 24th floor of the UN headquarters, in order to direct the subsequent operational deployment. Dr. Alto Clef was appointed temporary advisor to the operation. Below are some of the records collected by the temporary command center.
The Foundation, the Coalition, and the Horizon Initiative formed a joint Task Force and the UN headquarters were conceptually expanded as a bridgehead. After multiple suicide attacks carried out by the Insurgency, the Empire State Building fell and the front retreated to Central Park while keeping Park Street under control.
Addendum.2911-JP.4 > Planning - 13th of September
As the situation dragged on and delays in rescuing New York citizens trapped in SCP-2911-JP became a critical issue, the Foundation's Spatial Engineering Department declared a state of emergency. A list of spatial engineering experts, including non-hostile GoIs/POIs, was drawn up and a request for cooperation was sent. Among the people and organizations that accepted the request were the Prometheus Next Generation Mobility Research Committee, the Anomalous Structural Mathematics Laboratory of Deer College, Ms. Hoya from Dinodon's Hand, the Hyperdimensional Dynamics Research Group from RIGAIKEN, and the Association of Campus Faculty of ICSUT16 from Massachusetts. The invitation was completed on the 12th and collaborative research on SCP-2911-JP began in the early hours of September 13 at Research and Containment Site-310.
The first contact with the interior of SCP-2911-JP took place around 8 a.m. on September 13. Cable communications were established via SCP-3216 and the Mobile Task Forces Π-7("Button Pushers") and Z-9 ("Mole Rats") were deployed to defend the lines of communication. Fighting with agents of the Chaos Insurgency who had penetrated the interior of SCP-3216 by unknown means continued until the early hours of the 16th. Below is some of the information collected by Foundation personnel inside the anomalous dimension.
Following the establishment of communications with the interior of SCP-2911-JP and the clarification of the dangers of an XK-Class Scenario brought upon by the manifestation of a divine entity
(designated UE18-1111), which is presumed to be the core of SCP-2911-JP, the Global Occult Coalition officially initiated Pizzicato Procedure for the entire island of Manhattan. The Undersecretariat General of the Global Occult Coalition, D.C. al Fine, issued a letter at 10 a.m., stating that a 48-hour grace period would be granted due to humanitarian considerations for the displaced population and that Termination Triage would be applied if removal of the deity was not completed sooner than 10 in the morning on September 15.
In order to eliminate UE-1111 before the Pizzicato Procedure was executed, a raid operation into SCP-2911-JP was prepared under the command of Dr. Clef, temporary operations advisor. The following requirements were considered necessary for the execution of the operation: the respective countermeasures had to be finalized by sunset on the 13th, and a raid force was formed with a core of local units experienced in combat with the group of demonic entities.

As preparations for the raid were made, expansion of the zone designated SCP-2911-JP accelerated, and defense forces that had lost Central Park moved to Columbia University as a base of operations. The Horizon Initiative fortified a church in the Harlem neighborhood to welcome refugees. By sunset, 75% of Manhattan Island had been eroded and the damage extended to the Hudson River.
Addendum.2911-JP.5 > Incursion - 14th of September

The raid operation began at midnight on September 14. The operation consisted of three phases:
- Phase 1: Troops advance to enter SCP-2911-JP via Backdoor SoHo and establish a bridgehead.
- Phase 2: Supply lines estabished, as well as the introduction of reinforcements.
- Phase 3: Defeat or banishment of UE-1111 and elimination of the main forces of the Chaos Insurgency.
The Anti-Divine Strike Force, the core of the response to the situation, is made up of heavily armed units from Foundation Task Forces and Global Occult Coalition Strike Teams, and has been supplied with Blue Pills19 with the intention of confronting the main forces of the Chaos Insurgency. The unit responsible for containing civilians was assigned to the Foundation, the unit responsible for eliminating instances of SCP-2911-JP-B was assigned to the Global Occult Coalition and the Horizon Initiative, and transportation of supplies was carried out by select units of the United States Army and the New York Police Department. Prometheus assets were widely offered as supplies and ownership of the company's assets on Manhattan Island was relinquished.
The multispace axis vector of SCP-2911-JP was analyzed by a team of experts from Research and Containment Site-310 and a provisional portal was created. The advance party at Backdoor SoHo soon encountered resistance from several instances of SCP-2911-JP-B. The advance party waited until dawn to counterattack and a bridgehead was established at Site-28 around 11 in the morning. The following Phase 2 was hindered by an attack by the Chaos Insurgency and the invasion of several giant entities (designated UE-1109 and 1110).
Meanwhile, over the course of 14 hours, the area designated SCP-2911-JP expanded to the entire island of Manhattan, and all sites except the UN headquarters were abandoned. A group of battleships under the command of the Global Occult Coalition bombarded the city and some buffer zones were strategically destroyed. All waterways in New York Harbor were sealed and mines were placed in Long Island Sound as the water defense network collapsed due to the growing population of marine demonic entities.
Below are the records recovered after the end of the battle. The battle continued throughout the day, with only 18% losses of Foundation personnel in the raid.
Addendum.2911-JP.6 > Development of the battle - September 15
Due to repeated operational delays, the transition to Phase 3 was made in the early hours of the 15th. The Anti-Divine Strike Force, led by Mobile Task Force N-7 ("Hammer Down"), reached the 1 WTC base at 4:15 in the morning. The forces were tenaciously resisted by Chaos Insurgency forces and the interruption of supply lines following the appearance of a new anomalous dimension within SCP-2911-JP and the simultaneous loss of control over Site-28.
Below are some of the records recovered from 1 WTC after the end of the battle. Most records of the battle inside 1 WTC have been lost and attempts to gain a full perspective of the situation have failed. The report presented to the Incident Committee was prepared from incomplete records of the event.
Addendum.2911-JP.7 > Aftermath
At 9:45 a.m. on September 15, the observatory on Liberty Island confirmed the recovery of Hume values and the disappearance of periodic Akiva radiation in the outer area of Manhattan Island. In response, the Undersecretariat of the Global Occult Coalition announced the temporary suspension of the Pizzicato Procedure. At 10:30 a.m., the elimination of the divine entity was confirmed and the Foundation and the Global Occult Coalition issued a joint statement declaring the situation under control.
Instances of SCP-2911-JP-B quickly became inactive and their area of activity decreased as that of SCP-2911-JP shrank. On September 17, one instance of SCP-2911-JP-B emerged from each of the remaining SCP-2911-JP-A instances on Manhattan Island. Each entity was naked and wore a white cloth tied to the end of a stick or iron pipe, which they waved several times above their heads before vanishing. Following this incident, a search was conducted in the area designated SCP-2911-JP and a communicative demonic entity (designated SCP-2911-JP-B-Ω) was found in the deepest part of the area. Below is a partial record of the exploration.
A joint review by the Foundation Legal Department and the Incident Review Committee confirmed the accuracy of SCP-2911-JP-B-Ω's statements through multiple obedience experiments. Preparatory documents for a global contract procedure were issued and containment procedures were partially revised. All instances of SCP-2911-JP-B accepted containment in accordance with the contract and the Global Occult Coalition and Horizon Initiative retained copies of the status agreement documents. Formal and informal protests from both sides have continued to this day.
On September 19, the Foundation possessed a complete view of the damage. The final erosion of SCP-2911-JP reached the entire island of Manhattan, adjacent Brooklyn and Queens, the Bronx, and Hudson County, New Jersey, with a total area of 720,8 km2, and it is estimated that 15 million people were directly affected by the anomaly. In response to these events, which completely overwhelmed the capacity of Foundation and Coalition assets on the North American continent, the O5 Council was forced to change its containment policy: on September 20, the Hudson River Agreement was signed with the Global Occult Coalition to avoid conflicts associated with subsequent operations and confirm mutual cooperation.

Following the signing of the accord, SCP-2911-JP-B-Ω's offer to provide employment services to SCP-2911-JP-B was approved. The Foundation's Legal Department prepared a standard 1,800-page contract. The workforce began with bulkhead construction work at 1 WTC and was later expanded to the entire island of Manhattan.

The use of non-invasive media to raise awareness among the global public was generally successful, and raising awareness of instances of SCP-2911-JP-B among the general public in North America and Europe has improved beyond initial forecasts.

Reporter: The island of Manhattan is recovering quickly. According to the City Council's Reconstruction Department, 87% of traffic in the city area has been restored. The subway has resumed service, except for Line 8, and residents have returned to the less damaged Central Park north.
Host: I am glad to hear that. I wonder if the strike is over.
Reporter: Yes, Johanna, the emergency strike called until the 8th has been resolved peacefully and the Global Occult Coalition has promised a 15% wage increase for human workers. The Port Authority of New York and New Jersey remains opposed, but the Foundation is intervening and mediating. Restoration work on the Empire State Building is expected to resume in the coming days.
Host: The President has declared that Manhattan will be completely rebuilt by the end of the year. The House of Representatives is currently debating the third reconstruction budget. Jeffries, do you think the President's promises will be fulfilled?
Reporter: Until about a month ago, the President's statement was said to be premature and an exaggeration for foreign investors. Reporter: Although groups of demons were considered hostile at the time of the Manhattan Crisis, today, tens of thousands of them are participating in the reconstruction efforts. According to the Foundation, contracts with demons are fully controlled from a scientific and jurisprudential point of view, and they have employment contracts with the Port Authority under New York State law. Upon completion of the Manhattan Island redevelopment project, the contract was transferred to the Port Authority of New York and New Jersey and the city's Department of Labor, under the supervision and control of the Foundation. The issuance of limited six-month work visas to SCP-2911-JP-B instances began in 2003, with subsequent revisions to New York State law in 2004, and 1 WTC was approved as the sole immigration control area for SCP-2911-JP. Due to a movement restriction clause as a containment policy included in the contract, the circulation area for SCP-2911-JP-B instances was limited to Manhattan Island, but was expanded to the entire New York City area for Labor Day 2009.
As of 2011, New York is the only city in the United States where legal demonic entities are allowed to live and work. According to the Foundation Statistics Department, approximately 15% of the active population is made up of demonic entities, including instances of SCP-2911-JP-B. This proportion increases year after year and the Foundation is closely monitoring the situation.
