Special Containment Procedures: Currently, SCP-316-DE is anchored inside a secured warehouse with access to the berths on Site-DE7's area in the assigned dry dock. The rooms possess the geometric measurements 80 m x 60 m x 25 m and can be flooded with water from the near canal in the object's staging pool. To prevent the defense of hacking attacks by the original engineer Raptor Tec. Industries, the warehouse is completely isolated from radio waves, with the object's software being furnished with Foundation-intern anti-virus programs as well as a connection to the security AI KIRA, which materializes either wireless or through cable relay inside containment while driving. Access to the containment site is permitted to personnel with level 3 access credentials. The warehouse is permanently secured via dual surveillance cameras and ultrasound motion detectors; alongside the exterior walls, which are fenced off with a wire-netting fence at distance of 3 m, the detection radii of mono-static FM80 curtain radar systems run. If the object must be used, the parameters1 are to be deactivated at the height of exit. Should the perimeter protection of SCP-316-DE register third-party activities, RTF DE7- 𝕾 "Sea Rats" is to be dispatched to detain the potential aggressors. Furthermore, the pool the object is currently present in must only be filled up in case of authorized movements.

Usage of SCP-316-DE by and for the Foundation is allowed under current security measures, despite the tense situation and the hostile relation to the company Raptor Tec. Industries. On such an occasion, SCP-316-DE must always be occupied by a crew of 25 men, including - ideally - Captain B.Sc. Franz Zimmer, First Officer Dipl.-Naut. Hanna Werner and/or Research Head Dr. Tom Langer or one of the respective representatives. SCP-316-DE is primarily used for recon, soldier transportation, transfer of goods, and less frequent for armed hit-and-run-attacks under the German navy's flag or other mundane instances of MTF DE7-𝔑 „Neptune's Trident“ and MTF DE7-𝔏 „Wreck Driver“. The protocols of the automatic tachograph are to be handed over to the recorders; in addition, permanent radio contact must be maintained to the executing crew. Due to the advanced and anomalous stealth technologies of SCP-316-DE, no discredations of militaristic dates are necessary, but if there are witnesses or other veil breaches, appropriate anmestization protocols and disinformation campaigns are to be initiated within a reasonable scope and under usage of adequate means. All ammunition is to be removed from board past-operation and transferred over to the site-internal armory. SCP-316-DE is to be subsequently inspected for damages by assigned mechanics and repaired if necessary. [EDITED: For the purpose of conserving the security standards, all operations involving SCP-316-DE are only allowed at the instruction of O4-1 in exceptional situations for the time being. The associated quorum was elevated to 60 %, excluding abstentions.]

In case of hostile boarding, MTF DE7-𝔑 „Neptune's Trident“ is to be mobilized to reclaim SCP-316-DE.

In response to Incident_SCP-316-DE-E12, maritime reconnaissance to SCP-316-DE-B and its activities is to be executed permanently; all reports pointing to possible events with SCP-316-DE-B are to be investigated. In the event of its localization, the following points are intended as foundation for action: Depending on the discretion of those responsible and/or the position, ships by the OFDF or NFDF or 212A Class submarines2 are to be dispatched to disable the object. Requesting assistance by MTF DE13-𝔖 „Hawk Eye“ is possible during this phase. Boarding commandos of MTF DE7-𝔑 „Neptune's Trident“ can undertake a boarding attempt during the object's disarmament to contain it instead of neutralizing it. Afterwards, disinformation and amnestization campaigns are to be performed to hide potential hostilities.

Description: SCP-316-DE describes a watercraft of hydrofoil boat class, evidently based on the AGEH-1 "USS Painview" model, from cooperative production with the Raptor Tec. Industries group of interest. The object possesses a length of 80 m, a width of 20 cm as well as a fuselage length of 11,2 m, thereby measuring 16, 5 m in total, while displacing 375 t of water. The material used in the ship's outer walls constitutes an anomalous, fiber-reinforced, asbestos-containing armored steel alloy, which shows the the anomalous properties of increased stability, firmness, and absorption of Hertzian waves. The latter property ensuring a reliable protection against radar systems. (Postscript: An effect was also determined, which largely hides the object from sonar systems and makes it appear black-and-white when captured on film. Nature and cause are subject to further research.) The bridge tower of SCP-316-DE is located in the ship's front third and needs eleven crew members to be properly employed. It can be entered both externally as well as from the ship's interior. On the ship's stern, behind the bridge tower, a storage bin is present that can be used for transporting smaller goods, but more prominently serves as helipad or the transportation of a dinghy or Air Fisch AF-8. At the same as height as the bridge, the object's primary hydrofoils (Underwater wings) are also present, which are type T foils.3 They are present at 10 m long spars, which are adjustable in their immersion angle. The foils remain at an submersion depth of 6 m; conversely, SCP-316-DE's hull is held three to four meters above sea level. Two type T foils mounted onto six m long spars are also present at the rear. During the hull-borne drive mode, the spars are retracted or raised on hull to lower water-resistance.

The hull-borne propulsion of SCP-316-DE is generated through two magneto-hydrodynamic drive devices, which can accelerate the object almost soundlessly to a maximum velocity of 24,33 knots /45 km/h). During the foilborne-supported operation, the object is driven by two 12 kW jet engine turbines, allowing for speeds of up to 43,19 knots ( ≈ 80 km/h). The dynamic buoyancy resulting from the forward and water movement on the hydrofoils lifts the hull of SCP-316-DE up to four meters from the water, which significantly lowers drag, increases maneuverability, and allows higher speeds as a result.

The inner structure of the rooms is compact; on the first floor, the bunks - four-person rooms -, the galley with adjacent smaller cafeteria, and a multifuncitonal common room as well as the stocks and an entry to the bridge and floor 2. On the second floor, additional supply depots, the armory, machine and computer rooms as well as the containment bearings are accommodated. Material arrives in the ship via a small freight elevator. The armory is electronically locked until armored deployment, and harbors all ammunition. Warehouse and storage facilities have groceries at their disposal to supply the crew for a time interval of up to 14 days, but also contains spare parts and additional material. The containment rooms consist of several security lockers and one cell with integrated (Installation by the Foundation) reality anchor. The module is especially armored and insulatable from the rest of the ship. SCP-316-DE usually serves as a quick aid during operations by MTF DE7-𝔑 „Neptune's Trident“, but also features limited containment options for less dangerous anomalies as mentioned above. The whole compartment is under video surveillance and secured with both a remote-controllable, small-caliber revolver gun as well as a sleeping gas nozzle.

SCP-316-DE's power supply constitutes an so far sparely researched, seemingly ectoentropic apparatus, which supplies the whole ship with electric energy. The sub-object bearing the designation SCP-316-DE-1 designates a regular circular cylinder measuring two meter in diameter and four meter in height, whose surface area is coated by an carbon fiber-reinforced synthetic material. It is firmly mounted in the machine room's center, and different radio-graphic methods could not provide information about the inner structure. By order of the assisting researcher and leading mechanic Dipl.-Ing H. Fahren, dismantling of SCP-316-DE-1 is forbidden, as he fears to neutralize the object in the process, thereby rendering SCP-316-DE unusable.

SCP-316-DE features a state-of-the-art assortment of instruments, measuring devices, and weapons to fulfill numerous requirements for operations. The ship possesses multiple different radar systems for aerial and marine surveillance as well as enhanced laser range finder, daylight and infrared cameras and sonar systems, while the latter are only operational during fuselage-supported operation. Moreover, it has one EW4 radar and sonar plus a jammer, flairs, and one swap body discharge system. The integrated armament of SCP-316-DE denotes two rail guns mounted featuring barrels adjustable in their radius, mounted at the rear deck, thereby allowing for every ammunition type to be fired with associated muzzle velocity, angular momentum, traverses, and firing rate, including inductively programmed munition, such as the air defense ammunition AHEAD, provided it fulfills the standards affiliated (Cf.: See the body of this paragraph.). The cannons were initially conceived for laser or GPS-controlled, precision-guided projectiles of the producer, Mark 46 lightweight torpedoes, and an arsenal of selected artillery grenades without propellant charge. However, the Foundation's own productions also make propellant-less airbust-, AHEAD-ammunition and sharped-charged projectiles available. Raptor Tec. Industries additionally installed two rocket shafts for marine targets upon request of Foundation engineers. Additional weaponry consists of concealable vehicle weapons mounted at the railing, among which are M2, HK GMW and MG 74 as well as a short-range defense system, the 21 RIM-116 RAM in a reduced version, on the bow.

Production:5 SCP-316-DE was commissioned on the 15/02/2001 by the German SCP Foundation's production department under the instruction of the management board, represented by the Department For Outplant Affairs at the contractually involved company Raptor Tec. Industries. The project's construction, internally cataloged as "Project Plesiosaurs", was unceremoniously realized in a shipyard rented for the project by Shipyard Laboe Ltd. on the boarder to Denmark. The ship's construction incurred costs of € 19,000,0000, plus € 20,000 for the supply of the intended, railgun-compatible ammunition. The object was inaugurated on the 27/06/2002 and dubbed "Foil-Fea" by the assigned crew.

SCP-316-DE — not yet classified as anomalous at that time — successfully served in the German Foundation's Baltic fleet; was, however, re-specialized for the transportation in the service of marine MTF units in January 2003. The increased speed of the water vehicle and the transportation capacity in comparison to other ships of this magnitude were decisive in this decision.

On the 01/██/20██, two sister ships were commissioned, as SCP-316-DE could asserted itself in its function. But the project was halted due to the military operation of the Foundation at the only known facility of Raptor Tec. Industries, after the Foundation became aware of R.T.I's connection to the anomalous. Shortly thereafter, an attack also occurred in the rented shipyard, but the latter was internally evacuated before the task force's arrival. The early stages of the ship were tediously scrapped and stored as anomalous material AO-██1DE in Site-DE10; the other's progress and whereabouts are unknown.

Besides the first sister ship's demolished remains, other in-house blueprints and documents relating to it were also retrieved, as well as the draft of a corresponding advertising letter addressed to the German SCP Foundation (CF.: Appendix: Excerpt-1 „Construction Information”).

Afterword: The construction of four non-anomalous models of this ship class in factories owned by the Foundation for the Logistic Department's service is currently being discussed by managemant board in their plenum. Results are pending.

O4-██ inside an AF-8 ground effect vehicle launched into the water

Mission Report SCP-316-DE_04: On the 10/08/2014, O4-██ initiated a site in inspection in Site-DE25. The director traveled to Outpost-DE7-C (Heligoland) by maglev train, where he occupied the recently acquired Air Fisch AF-88 with his personal security. After the ground effect vehicles were lowered into the water at 07:36 as planned and accelerated to hover speed five minutes later, reaching the maximum travel summit altitude of 3 m as a result, reports of electronical malfunctions at the coordinates ██ ° ██' ██'' N., ██ ° ██' ██'' O were received after one hour of travailing time. The effects of said malfunctions culminated radically, leading to errors and failures of electrical systems and communication breakdown. Despite attempts to avoid it, the four AF-8 ground effect vehicles entered the malfunctions' area of influence, whereafter the vehicles slid onto the water.

SCP-316-DE was manned with agents of MTF DE8-ℨ „Samaritan“ and dispatched to recover O4-██. The leading engineer justified his proposal with the sound EMP immunity of SCP-316-DE-1's ectoentropic nature, which cannot be influenced by electromagnetic impulses, according to previous findings. At 09:02, SCP-316-DE reached the formation and could recover all participants, including the four AF-8. Investigation teams could secure a suspicious item from where the anomalous phenomena emerged. It was a low submersible buoy, which, judging by its structure and effect, apparently was a jammer, whose installed technology was far ahead of any standards and, according to expert's opinions, also made use of anomalous effects; the object could be traced back to Raptor Tec. Industries with available profiles (Logos). O4-██'s travel safely proceeded on SCP-316-DE.
