Special Containment Procedures: If SCP-3994-JP's qualities are revealed by any space agencies, embedded agents are to use Level 2 Restraining Procedures to cover up the information.

Description: SCP-3994-JP is a layer covering the entire Earth, located beneath the ozone layer. SCP-3994-JP is composed of an antimemetic material which cannot be perceived except through the Foundation's NEXTA telescopes.

SCP-3994-JP's anomalous properties disable various qualities that could affect space from the surface of the Earth. This benefits, for instance, astronauts viewing the Earth from space, as well as extraterrestrial civilizations (i.e. aliens) viewing the general region of the Earth.

For instance, S. Naxas (PoI-3442), an extraterrestrial life form, was searching the universe from the technologically advanced planet [REDACTED] in order to find intelligent life. During this period, it discovered the Earth. The Foundation noticed PoI-3442's existence and attempted to make contact. As a result, friendly relations were established between the Foundation and PoI-3442, and PoI-3442 described the Earth's anomalous properties as follows:

As far as I can tell, Earthen civilization's space exploration is still in its infancy, and is not at the point where humans can search for other intelligent life or exoplanets. However, my home planet of [REDACTED] is advanced in space exploration, and we have sent many vessels — which you call UFOs — on various explorations. However, space exploration is dangerous. You may be surprised when I tell you that the most dangerous thing in space exploration is not colliding with space debris or crashing your vessel into an asteroid, but discovering a planet with intelligent life.

What do I mean? Well, there are many planets inhabited by intelligent life that, when observed directly, cause people to become ill, go insane, spontaneously combust, and even die. This only happens when the planet is viewed from the outside, and not from the inside. This seems to be an anomaly of the lifeforms, structure, monsters, and geography of the planet.

But the Earth is different. Normally, when we approach a new planet, we use a screener to protect us from the harmful effects of visual observation. But no matter how close we got, the buzzer that notifies us of potential harm never went off. Scared, we took off our screeners — but then with our eyes, we saw your planet, the Earth. We'd seen many planets with the screener, but we'd never seen a planet so brilliantly colorful. It really was something.

PoI-3442's description indicated the possibility that a property different from other planets may exist on Earth. In most cases, even on Earth, anomalies that activate upon entering one's visual field no matter how small they appear, such as SCP-096, are commonplace. Not all of these have been fully contained, and it is thought that there are many such anomalies uncontained and exposed to the sky. As such, viewing the Earth from space would theoretically cause physical or mental effects on the viewer as described by PoI-3442, and the lack of such effects is hard to reconcile.

Detailed investigation of this fact has lead to the discovery of SCP-3994-JP. Currently, SCP-3994-JP has the property of blocking antimemetic, memetic and cognitohazardous effects on the surface of the Earth, maintaining safety of personnel viewing the Earth from space.

The most influential benefit to the public is satellite photography. If SCP-3994-JP did not exist, videos and photos of Earth from space, such as the one below, would not have been taken or released to the public due to the effect of perceptual anomalies on the Earth's surface.
