Special Containment Procedures: Immediately upon confirmation of SCP-3996-JP's occurrence, SCP-3996-JP-1 is to be recovered by a nearby Mobile Task Force and contained in a low-threat item storage unit.
Description: SCP-3996-JP is a series of phenomena observed at a low probability in human corpses that meet specific criteria. While the exact requirements remain unclear due to the scarcity of confirmed cases, the common factors are as follows:
- The subject died within Japan.
- The death occurred in an outdoor location within a residential area or urban district.
- The subject had a history of intentionally killing another individual, with at least one year having passed since the incident.
- The subject died without being arrested or placed on a wanted list as a suspect for the aforementioned murder.
- Family members of the victim(s) of the aforementioned murder are still alive.
Upon the occurrence of SCP-3996-JP, the affected corpse transforms into a 10-meter-tall utility pole (SCP-3996-JP-1). If other utility poles exist within a 100-meter radius, SCP-3996-JP-1 extends structures resembling electrical wires in an attempt to "connect" to them. Connected poles then perform the same action toward other poles within their own 100-meter radius. These wire-like structures possess high load-bearing capacity and water resistance, and can also connect to undersea cables via an unknown mechanism.
The wire-like structures extend toward the family members of the victim(s) killed by the SCP-3996-JP affected individual (hereafter referred to as "the bereaved"). If a "connection" is made to the utility pole closest to the location of the bereaved, the entire process ceases, and a single notice designed after a wanted criminal poster is generated on the last connected utility pole.1 This notice bears the name, age, and mugshot of the SCP-3996-JP affected individual, along with an accusatory statement regarding the murder they committed. A sticker bearing the text "The Death of the Sinner Has Been Satisfactorily Confirmed. Thank You for Your Cooperation." is affixed over the mugshot. The bereaved who observe the notice gain a firm conviction that its contents are factual.
Of the eight confirmed cases of notice poster generation to date, three resulted in the bereaved experiencing a sense of fulfillment of their desire for punishment for the perpetrator, while the other five bereaved exhibited symptoms resembling mood disorders. Interviews with the latter five bereaved cited reasons for their emotional distress including: the perpertrator ultimately evading legal punishment, the lack of detailed information such as the murder motive, and the overturning of their previous belief that their family member had died of natural causes.
